Ban on Children's Social Media: YouTube, Instagram, Threads-Facebook Non-Compliant
Jakarta, CNBC Indonesia - Minister of Communication and Digital (Menkomdigi) Meutya Hafid has emphasised that the government will implement Government Regulation Number 17 of 2025, or PP Tunas, and its derivative Ministerial Regulation Number 9 of 2026 starting today, 28 March 2026.
In a press conference on Friday evening (27/3/2026), Meutya stated that two platforms have fully cooperated in fulfilling compliance obligations: platform X and platform Bigo Live. Additionally, there is positive news from two other platforms showing partial cooperation: Roblox and TikTok.
“For now, we need to give appreciation to the platforms that are fully cooperative,” she said during the press conference, quoted on Saturday (28/3/2026).
This means there are four platforms that have not yet complied with the rules: Instagram, Threads, Facebook, and YouTube. Meutya emphasised that the government has the authority to take enforcement measures in accordance with legal regulations, including the imposition of sanctions.
“Of course, we once again believe that the platforms will still comply. We will wait until tomorrow (today, Saturday 28/3/2026),” she stressed.
Because, from the regulatory side, it is clear. Both PP 17 of 2025 and the Ministerial Regulation issued at the beginning of March. “So we are following the rules that exist in the laws mentioned earlier,” she added.
She revealed that platform X has announced a change in the minimum age limit to 16 years, which was done well in advance, namely since 17 March 2026, as stated on their help centre page.
“This adjustment has also been aligned with their user guidelines or community guidelines, although initially they requested an extension of time, but we appreciate X for committing to identification and deactivation of accounts starting tomorrow,” she said.
Meanwhile, Bigo Live has adjusted the age limit to 18+ in the user agreement or user content. In addition, the platform has also implemented security policies and has submitted a request to update the age restriction to the app store or application store.
“So for Bigo Live, not only on the platform but also to the app store, they have requested to raise the classification from 13 to 18+, and they have also reported that they will implement a layered moderation system using artificial intelligence and human verification to check accounts under 18 years old,” she explained.
As for TikTok, it has committed to gradually deactivating accounts of users under 16 years old. Today, the platform will announce an operational roadmap for users aged 14-15 years. Meanwhile, Roblox has outlined plans to adjust features for users under 13 years old, allowing them to play only offline.
“I repeat that the government has the authority to take enforcement measures under the laws and regulations issued by the Government of the Republic of Indonesia. And any business entity operating in Indonesia is obliged to comply with them,” she concluded.
