Balikpapan RDMP enters commissioning phase towards full operation
The Refinery Development Master Plan (RDMP) Balikpapan, a National Strategic Project (PSN), has now entered a gradual commissioning phase under strict safety supervision towards full operation.
VP Legal & Relation of PT Kilang Pertamina Balikpapan (KPB), Asep Sulaeman, confirmed that the entire testing process for the refinery infrastructure is proceeding in accordance with applicable occupational safety procedures.
“One of the important facilities currently being tested is the Residual Fluid Catalytic Cracking (RFCC), a unit that processes residue into high-value products. This facility has now entered the feedstock introduction stage (cut in feed),” said Asep in Balikpapan on Monday.
Asep explained that the commissioning process is being carried out in stages after all construction work has been completed. These stages include pipeline inspections, equipment function tests (solo run), and instrument calibration until all systems are properly integrated.
Regarding the impact of the testing, KPB has conveyed information to residents around the operational area. During the startup and stabilisation process, the public is likely to see larger flare flames than normal as well as increased noise activity from within the refinery.
“The public may see larger flare flames or hear increased noise at certain times. In addition, white plumes will be visible, which are actually water vapour (steam) as part of the operational process. We hope residents remain calm,” he said.
He emphasised that all stages of the operational testing are being closely monitored, both from an operational perspective and in terms of environmental impact monitoring. KPB’s technical and safety teams remain on full alert to ensure all parameters stay within safe limits.
As a precautionary measure, KPB has previously conducted direct outreach to residents in nine sub-districts bordering the refinery area. This step was taken to ensure the public understands the dynamics of the ongoing industrial activity.
Going forward, KPB together with the Balikpapan City Government is committed to maintaining transparency of information and stands ready to follow up on any public reports should there be changes in conditions on the ground.
