Balikpapan City Government Implements Time-Based Fuel Purchase Rules from 1 September
The Balikpapan City Government in East Kalimantan will implement new distribution arrangements for subsidised Pertalite and Biosolar fuels starting 1 September 2026. The rules cover service hours at petrol stations as well as the allocation of filling locations based on vehicle type.
For Pertalite, a number of petrol stations will divide service times between two-wheeled and four-wheeled vehicles. The Balikpapan city administration is also preparing five additional petrol stations dedicated exclusively to serving motorcycles.
Deputy Mayor of Balikpapan, Bagus Susetyo, said the time-based service arrangements will be applied at several petrol stations, including the one on Jalan MT Haryono.
“For two-wheeled vehicles, service hours run from 6 a.m. to 10 p.m. Central Indonesia Time. For four-wheeled vehicles, service hours run from 10 p.m. to 6 a.m. Central Indonesia Time,” Bagus said during a press conference uploaded to the East Balikpapan Police Sector Instagram account, as quoted on Tuesday (25/8).
Meanwhile, at the Gunung Guntur petrol station, Pertalite will be reserved exclusively for four-wheeled vehicles. Service runs from 8 a.m. to 10 p.m. Central Indonesia Time.
The time-division rule also applies at the Sepinggan petrol station. Two-wheeled vehicles are served from 6 a.m. to 10 p.m. Central Indonesia Time, while four-wheeled vehicles are served from 10 p.m. to 6 a.m. Central Indonesia Time.
Four-wheeled vehicles wishing to fill up with Pertalite at the Jalan MT Haryono and Sepinggan petrol stations are also not permitted to queue before 10 p.m. Central Indonesia Time.
Five additional petrol stations for motorcycles
The Balikpapan city administration is also preparing five additional petrol stations for Pertalite distribution specifically for two-wheeled vehicles.
Bagus said the five petrol stations will be operated after receiving designation as subsidised fuel distributors and passing the calibration testing process.
“So there are additions following the meeting with BPH Migas. The first is the petrol station in Teritip, East Balikpapan. Then the petrol station in Batakan, East Balikpapan.
There are also additions at the petrol station in Grand City, North Balikpapan. Then the petrol station in Gunung Bahagia, South Balikpapan,” Bagus said.
“The fifth is the petrol station in Kebun Sayur, West Balikpapan. So there are five additional petrol stations for Pertalite products specifically for two-wheeled vehicles,” he continued.
Meanwhile, the Kariangau petrol station has already been serving Pertalite exclusively for two-wheeled vehicles. Motorists queuing at that location are not permitted to use the road shoulder or carriageway on either side of Jalan Dasar Munir, Kariangau Subdistrict.
The new arrangements also apply to Biosolar distribution. The city government has divided it based on vehicle type and weight, and is implementing an odd-even number plate system.
The Kilometre 13 petrol station is designated for vehicles with six or more wheels weighing over 10 tonnes. The Kilometre 15 petrol station serves six-wheeled vehicles weighing under 10 tonnes.
Biosolar refuelling is also limited to a 48-hour interval. Public transport and public buses are exempted from the odd-even number plate rule.
