Workers will bring the issue of fixed-term employment contracts (PKWT) in the tourism sector to the Labour Day commemoration on 1 May. Secretary of the Independent Workers’ Union Federation (FSPM) Regional Bali, Ida I Dewa Made Rai Budi Darsana, stated that employment relations for tourism workers on the Island of the Gods are becoming increasingly vulnerable. Budi assessed that uncertainty in the contract work system leaves PKWT workers filled with worries and hesitant to make long-term life decisions. “Violations or deviations in the implementation of labour regulations regarding the use of fixed-term employment contract (PKWT) workers, commonly known as contract workers, interns, and daily work agreement workers, are becoming more massive day by day,” said Budi on Wednesday (29/4/2026). Legally, he continued, PKWT regulations are only intended for specific jobs or those completed within a certain time. “This means PKWT cannot be applied to permanent jobs,” he added. Budi noted that many companies still fail to register PKWT with local labour authorities. According to him, this is done because companies understand that the work is not temporary. “In practice, these provisions are often circumvented by unethical business actors to keep workers in continuous contract status, even for permanent jobs,” explained Budi. He added that this situation is exacerbated by minimal labour supervision. The number of supervisors is deemed disproportionate to the number of companies. Budi said that this issue is often used as an excuse whenever PKWT deviations arise, as if the government can do little. Besides the PKWT issue, Budi mentioned that his side is preparing several other labour issues to be raised during the 1 May action. The action is planned to be held in front of the Bali Governor’s Office and followed by discussions at the Bali DPRD. “Up to now, 250 people have confirmed,” revealed Budi.
