Bali Waste-to-Energy Project Begins Construction, Targets 2027 Completion

The government has begun construction of the Waste-to-Energy (PSEL) project in Bali, which is targeted for completion by the end of 2027 and operational by early 2028. Minister of Investment and Downstreaming, Rosan Roeslani, expressed confidence that the project could be finished by the end of 2027, ahead of the first semester 2028 target. The project involves a total investment of Rp3 trillion and will be capable of processing 1,500 tonnes of waste per day into electricity. The technology originates from China, with Zhejiang Weiming Environment Protection Co., Ltd acting as the implementing partner through PT Weiming Nusantara Bali New Energy. The facility is designed using moving grate incinerator technology, chosen for its proven operational reliability and suitability for urban waste characteristics in Indonesia. It will adhere to European environmental standards, specifically the European Industrial Emissions Directive (EU IED), as a benchmark for strict emission controls. Exhaust gases from the complete combustion process will pass through a multi-layered Air Pollution Control System (APCS) before being released. The PSEL project is projected to reduce emissions by up to 80 per cent per tonne of waste compared to open dumping methods and create approximately 1,200 green jobs during construction and operation. A Power Purchase Agreement (PPA) was also signed with PT PLN (Persero), ensuring the electricity generated will be commercially absorbed by the state utility, providing offtake certainty and long-term operational sustainability.
