Bali Retains Unqualified Opinion for 13th Year, Giri Prasta: Proof of Good Governance
The Bali Provincial Government has once again retained an Unqualified Opinion (WTP) from the Audit Board of Indonesia (BPK) for its 2025 fiscal year financial report. This marks the 13th consecutive time the provincial administration has achieved this distinction. Deputy Governor of Bali I Nyoman Giri Prasta announced this during the presentation of the Draft Regional Regulation on the Accountability for the Implementation of the 2025 Fiscal Year Regional Budget at the 41st Plenary Session of the Third Session Period of the 2025-2026 Bali Regional House of Representatives (DPRD) on Friday (19/6/2026). “This is proof that government governance and regional financial management continue to operate transparently, accountably, effectively, and responsibly,” Giri stated. According to him, the WTP achievement is a source of pride for the people of Bali and strengthens public trust in regional financial management oriented towards public welfare. On that occasion, Giri also outlined the realisation of the 2025 Bali Regional Budget. Regional revenue, which was targeted at Rp 6.66 trillion, was realised at Rp 7.04 trillion, or 105.82 percent of the target. Meanwhile, regional expenditure, budgeted at Rp 7.41 trillion, was realised at Rp 6.55 trillion, or 88.42 percent. For regional financing receipts, from a target of Rp 1.15 trillion, Rp 620.67 billion was realised, or 53.79 percent. Financing expenditure, budgeted at Rp 405.46 billion, was realised at nearly 100 percent. From the overall realisation, the Bali Provincial Government recorded a Remaining Budget Financing Surplus (SiLPA) of Rp 712.87 billion. This amount consists of cash from Regional Public Service Agencies (BLUD) of Rp 96.23 billion and cash in the Regional General Cash Account (RKUD) of Rp 609.16 billion. Nevertheless, the provincial government still recorded expenditure debts of Rp 166.47 billion. The Bali Provincial Government’s balance sheet as of 31 December 2025 showed total assets reaching Rp 23.19 trillion, liabilities of Rp 1.536 trillion, and fund equity of Rp 21.6 trillion. In the operational report, operational revenue was recorded at Rp 10.85 trillion with regional expenses of Rp 6.05 trillion, resulting in an operational surplus of Rp 4.02 trillion. “After accounting for non-operational surplus and extraordinary expenses, the operational report shows a surplus of Rp 4.08 trillion,” he added. “The Bali Provincial Government hopes that the discussion of this draft regulation can proceed constructively, objectively, and with a spirit of togetherness to produce the best decisions for the progress of Bali and the welfare of its people,” Giri concluded. The discussion of the two draft regulations will continue in subsequent meetings before being enacted into regional regulations.
