Bali Regional Legislative Committee Recommends Evaluation of BTID Development Legality
The Special Committee on Spatial Planning, Assets, and Licensing (TRAP) of the Bali Regional Legislative Council (DPRD) has issued a recommendation to evaluate the legality of developments within the Bali Turtle Island Development (BTID). The Bali Provincial Government has been requested to strengthen supervision within the area.
The Chairman of the TRAP Special Committee, I Made Suparta, recommended that the Bali Provincial Government ensure legal certainty by initiating coordination with the central government. “In this matter, this involves the Ministry of Forestry, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, and the Regional Office of the National Land Agency for Bali Province,” Suparta stated on Tuesday.
Suparta requested a comprehensive evaluation regarding the legality of land control and the certainty of fulfilling obligations concerning replacement land, specifically related to coastal protection and the Ngurah Rai Tahura (Nature Conservation Park). “Therefore, it is recommended that the land in question must be returned to the state to be managed and restored according to its conservation function for the greatest benefit and welfare of the people,” he explained.
Furthermore, Suparta noted that the Bali DPRD recommends the Provincial Government initiate coordination with the central government to evaluate the Marina project and all activities involving the use of marine spatial planning in the coastal areas and waters surrounding the Ngurah Rai Tahura. “Additionally, considering that these activities fall within the authority of the Bali Provincial Government for sea areas up to twelve miles, any development and marine space utilisation activities must be strictly regulated,” he added.
The TRAP Special Committee also recommended strengthening and clarifying the role of the Bali Provincial Government in the development of areas managed by PT BTID. “Strengthening this supervision is also essential to ensure there is no overlap, vacuum, or weakness in control between different levels of authority in the management of Bali’s marine space,” he said.
Finally, the TRAP Special Committee recommended that the Bali Provincial Government coordinate with PT BTID regarding guaranteed access for local residents, as well as the handover of social and public facilities located within the PT BTID area to the Denpasar City Government, in accordance with statutory regulations.
