Bali Provincial Government Urged to Maximise New Retribution Objects
During a plenary session on Monday (18/05/2026), the Bali DPRD recommended a Draft Regional Regulation (Raperda) regarding amendments to Regional Regulation Number 1 of 2024 concerning Local Taxes and Retributions.
The Coordinator of the Draft Regulation, I Nyoman Budiutama, presented several recommendations to the Bali Provincial Government. One key recommendation is for the provincial government to immediately standardise services and adjust tariffs at several hospitals.
“In relation to this, we urge the Governor to continue communication and coordination with the Ministry of Finance so that the assets of Dharma Yadnya Hospital can be promptly transferred to the Bali Provincial Government. Considering the Governor’s letter dated 20 January 2025 has yet to receive a response from the Ministry of Finance,” said Budiutama.
Furthermore, the Bali DPRD is encouraging the provincial government to intensify cross-sector coordination with regency and municipal governments to map out potential new retribution objects. This is intended to ensure that the optimisation of regional revenue remains aligned with provincial authority.
Pushing for Asset and Retribution Optimisation
Budiutama continued, stating that the council is also pushing for the acceleration of investment innovation and the optimisation of regional asset utilisation to strengthen Regional Original Income (PAD). However, these steps must prioritise the principle of economic independence in accordance with the ‘Ekonomi Kerthi Bali’ vision.
Several retribution objects are expected to be improved, including the Bajra Sandhi Museum, Le Mayeur Museum, Lila Bhuana Sports Centre, and marine-based retribution objects such as water sports, diving, snorkelling, and sea vessel services.
“We are encouraging the strengthening of competent and visionary human resources in the maritime sector to support the development of Bali Province’s marine potential,” he explained.
Meanwhile, the Vice Governor of Bali, I Nyoman Giri Prasta, stated that the Bali Provincial Government intends to establish new economic centres. This move is expected to increase regional original income while creating new employment opportunities.
“This amended Regional Regulation will be established alongside the DPRD and subsequently submitted to the central government for evaluation. Once recommended by the central government, the Regional Secretary will enact it as a regional gazette,” said Giri.
He requested all parties to await recommendations from the central government to map out retribution targets that can support regional income.
“When we discuss tax extensification, we will move forward once the regulations are finalised. We are completing these regulations because the potential is already there,” Giri clarified.
