Bali Provincial Government Guarantees Secure Network for Expansion of Digital Social Assistance via DPI
The Bali Provincial Government is ensuring readiness to expand pilot testing of digitalised social assistance distribution based on Digital Public Infrastructure (DPI) across all districts and cities. Internet network coverage extending to village and banjar level is a primary focus to ensure uninterrupted digital social assistance distribution.
This approach is being undertaken to ensure social assistance reaches its intended targets whilst reducing the potential for irregularities through data integration and strengthened digital infrastructure.
“We will coordinate first. Subsequently, we will assume the technical role in supporting programme implementation,” said Gede Pramana, Head of Bali’s Communications, Information Technology and Statistics Agency, on Thursday (26 February 2026).
He explained that programme implementation involves two parties because communication and publication functions are divided between the Communications Agency and the Public Relations and Protocol Bureau.
“We handle the technical aspects, and later regarding public awareness, distributing flyers and so forth, we will coordinate with the Public Relations Bureau,” he explained.
Beyond public awareness efforts, internet network readiness at implementation locations across districts and cities is also critical. Without adequate network support, the digitalisation process risks being hampered at village and banjar levels.
“We must guarantee network coverage there. We will assist in preparing the network so that it functions properly, both for public awareness and data entry,” Pramana added.
He acknowledged that infrastructure challenges still exist. Although internet network coverage has reached most areas of Bali, some locations still experience suboptimal signal quality requiring additional support.
“For any banjar areas without adequate coverage, we will assist using Starlink or Orbit. We will coordinate with district/city authorities and local communications offices to prepare networks at village level,” he stated.
Through this DPI-based social assistance digitalisation, the Bali Provincial Government hopes that the benefit distribution system will become more accurate and transparent. Data integration based on population records is seen as enabling more objective verification of assistance recipients, including assessment of recipients’ economic conditions.
