Bali Provincial Government Employee Spending Target Not to Exceed 30 Per Cent by 2027
The Bali Provincial Agency for Staffing and Human Resources Development (BKPSDM) is shaping the wage expenditure posture to a maximum of 30 per cent of its allocation in the APBD 2027. The head of BKPSDM Bali, I Wayan Budiasa, said this aligns with Law Number 1 of 2022 on the Financial Relations between the Central Government and the Regions. ‘As of today, wage expenditure is indeed above 30 per cent, but the margin is very small,’ Budiasa said on Thursday, 21 May 2026. He believes wage spending can be restrained to under 30 per cent in APBD 2027. He said the reduction in wage spending will occur when some employees in 2026 reach retirement age. Furthermore, a number of Pegawai Pemerintah dengan Perjanjian Kerja (P3K) whose contracts have ended will reduce the payroll. ‘And this will certainly affect the total or cumulative amount of wage expenditure in the Bali Provincial Government,’ he said. Budiasa emphasised that the Bali provincial government would not sacrifice employees’ rights for efficiency. On the contrary, efficiency measures would target operating costs and other supporting expenditures deemed more flexible. ‘What was streamlined yesterday included official travel, meals and beverages, and recently with the implementation of WFH there has been substantial efficiency,’ Budiasa said.
