Bali Regional Police have officially launched the website and command centre of Cakra Pengawasan Orang Asing (Cakrawasi – Foreign National Surveillance Framework) at Bali Police Headquarters. The launch of this technology-based monitoring system is designed to track the presence and activities of foreign nationals in Bali in an integrated manner.

The inauguration was attended by Bali Governor Wayan Koster, Bali Provincial Legislative Assembly Chairman Dewa Made Mahayadnya, Head of the Immigration Directorate-General Regional Office in Bali Felucia Sengky Ratna, Director of PT Paiza Indonesia Maju, and senior officials of Bali Regional Police.

In addition to launching Cakrawasi, the occasion also saw the launch of the Cakrawasi Command Centre and the Mandala Krisna Gallery of the Directorate of Intelligence and Security (Ditintelkam) at Bali Regional Police headquarters.

Bali Regional Police Chief Inspector General Daniel Adityajaya stated that the system’s development was motivated by the high volume of foreign tourist visits to Bali. According to data from the Bali Provincial Central Statistics Agency (BPS) for 2025, the number of foreign tourist visits reached 7.05 million people, an increase of approximately 750,000 people or 11.9 per cent compared to 2024.

This surge in visits has made Bali one of Indonesia’s most sought-after investment and tourism destinations. However, increased foreign national mobility also poses various security risks.

“Increased mobility and presence of foreign nationals can also create vulnerabilities such as security risks and legal violations involving foreign nationals in Bali, whether as victims or perpetrators,” Daniel said in a written statement on Friday (13 March 2026).

Given these circumstances, Bali Regional Police developed Cakrawasi as an integrated technology-based monitoring system to anticipate potential security risks and legal violations by foreigners in Bali.

The digital platform is designed to facilitate rapid and accurate monitoring and registration of the presence and activities of foreigners whilst maintaining data confidentiality.

“With this system, the risk of illegal activities, misuse, and other legal violations can be minimised and mitigated immediately,” Daniel said.

He explained that the Cakrawasi website underwent testing from 5 December 2025. Its operation involves various agencies and stakeholders, including support from accommodation service providers such as hotels and lodgings throughout Bali.

“With Cakrawasi we can see their movements through hotel or accommodation reports and similar sources. So if something seems irregular, we can detect it,” he explained.

The operation of Cakrawasi is also supported by a Command Centre that serves as the control centre for monitoring, managing, and analysing data on foreign national presence in real time. Through this facility, every incoming data and report can be verified, monitored, and followed up more quickly and responsively.

In addition to maintaining security and public order, the system is also expected to facilitate the investigation process if legal violations involving foreign nationals occur.

During the occasion, Daniel also expressed appreciation to the Director of Intelligence and Security (Dirintelkam) Bali Regional Police Commissioner Syahbuddin and his staff, as well as all parties who supported the development and operation of Cakrawasi, including the aesthetic arrangement of the Mandala Krisna Gallery of Ditintelkam Bali Regional Police.

Following the launch, Daniel, together with Wayan and other stakeholders, conducted a direct inspection of the Cakrawasi Command Centre. The event concluded with the sounding of a gong as the official signal for the launch of the Cakrawasi website, followed by a shared meal.
