Bali Governor's Statement on Kerobokan Prison Relocation Plan
Nusa Dua, Bali (ANTARA) - The plan to relocate the Class II-A Kerobokan Penitentiary in Badung Regency to Jembrana Regency is currently still in the discussion phase for a memorandum of understanding (MoU). “Not yet (construction), just the MoU process first,” said Bali Governor Wayan Koster during the opening of the 7th World Congress on Probation (WCPP) in Nusa Dua, Badung Regency, Bali, on Tuesday. According to him, one reason for moving the Kerobokan Penitentiary is that it has exceeded capacity with a small land area of four hectares. Moreover, said he, Bali’s largest prison is located in the midst of a tourism area in Badung Regency, thus intersecting with quite dense traffic. At the same time, continued he, the Provincial Government of Bali has 11 hectares of land in Melaya, Jembrana Regency, which is representative for use as a new prison building to replace the Kerobokan Penitentiary. In the future, said he, the prison will be built by the Badung Regency Government and is planned to be handed over to the Ministry of Immigration and Corrections. Meanwhile, the old Kerobokan Penitentiary land, added Koster, is planned to be handed over to the Badung Regency Government to be turned into a green open space. The Kerobokan Penitentiary is one of the largest and densest correctional institutions in Bali with a dynamic number of inmates and prisoners at certain times. Based on the latest data as of 21 March 2026, the Kerobokan Penitentiary houses 1,730 inmates or 17 percent over its normal capacity of 1,480 people. Meanwhile, on the same occasion, Minister of Immigration and Corrections Agus Andrianto appreciated Bali’s efforts in reducing inmate density, including the Kerobokan Penitentiary relocation plan. The seven prisons are the Kumbang Nusakambangan Prison, Bagansiapiapi, Lhokseumawe, Jambi, Semarang, Solo, and Pagaralam. “The Governor of Bali will collaborate with the Regent of Badung. This Kerobokan Prison is currently in the middle of the city; he (the Governor of Bali) will move it to a larger place outside Badung,” he said.
