Bali Governor Issues Instruction on Public Service Integrity, Opens Complaint Hotline
Bali Governor Wayan Koster has urged the public to report employees of the Bali Provincial Government, both civil servants (ASN) and non-civil servants, who violate Bali Governor Instruction Number 6 of 2026 concerning the improvement of performance, quality, and integrity of public services.
“Report to the Governor of Bali or the team formed through the complaint number 08214666666 if an employee is suspected or found to have committed an act that violates this instruction,” said Koster in Denpasar on Friday.
The instruction contains directives for employees to improve performance and innovation in order to accelerate the implementation and achievement of the Bali Provincial Government’s development programmes.
“So what has been programmed should be carried out properly, improving performance, not carelessly, arriving at 8 and leaving at 4, but not doing anything to the maximum in the office,” he said.
In addition to performance, the instruction regulates the improvement of employee quality and integrity by building good and correct thinking, conveying words honestly, politely, and responsibly, and avoiding all forms of fraud in the execution of duties and public services.
The instruction also regulates the obligation of employees to work in a focused, sincere, upright, and fast manner, among others by improving performance and innovation, the quality of public services, and building a friendly and attractive service culture.
Employees are also asked to build a complaint-free work environment, reject gratuities, treat the public fairly, and take action according to their authority.
“So I have opened a special complaint number, take note of it, members of the public who receive poor treatment in services will report through this complaint number,” said Koster.
The instruction also contains a number of prohibitions, including acting in the name of a superior to request money, goods, or services; using one’s position for personal gain; intervening in government administrative processes; and requesting or receiving compensation.
Employees are also prohibited from using information, facilities, assets, vehicles, or budgets for personal interests, spreading false news, and committing adultery.
Koster said these provisions were drawn up as an anticipatory measure so that employee behaviour does not tarnish the name of the Bali Provincial Government.
If proven to have violated the rules, Bali Provincial Government employees will be subject to administrative sanctions, disciplinary punishment, and/or other legal sanctions according to their authority.
