Bali and West Nusa Tenggara (NTB) are providing a motor vehicle tax amnesty for residents in August 2026. In Bali, the government is offering a reduction on the principal Motor Vehicle Tax (PKB) for all vehicles, whilst in NTB, vehicle owners can take advantage of a whitening programme that includes the elimination of fines and tax arrears older than five years. These programmes in the two provinces are part of similar policies being implemented in several other regions across Indonesia. To date, 13 provinces are running tax amnesty or incentive programmes with varying schemes.

In Jakarta, the Regional Revenue Agency (Bapenda) is providing relief for vehicle owners renewing their registration documents (STNK) by waiving administrative sanctions for late payment of Motor Vehicle Tax (PKB) and Motor Vehicle Title Transfer Fee (BBNKB). This exemption is applied automatically through the regional tax system without requiring a formal application.

Central Java is offering a programme until December 2026 that includes a 5% reduction on the principal PKB, with administrative sanctions adjusted accordingly. It also provides relief on PKB arrears and their sanctions for tax periods starting from 5 January 2025.

In South Sumatra, the provincial government has abolished progressive tax for owners of more than one vehicle, removing the additional tax burden for second and subsequent vehicles. Lampung is offering a scheme where taxpayers with arrears of one year or more only need to pay the current year’s PKB plus 50% of the first year’s principal arrears, with the remaining arrears and fines waived. The programme also includes a waiver of fines and progressive tax, a 25% discount on title transfer fees for four-wheeled vehicles and 50% for two-wheeled vehicles, a 50% discount on PKB for vehicles transferred into the province, and a 5% to 25% discount for compliant taxpayers.

Maluku Province, in collaboration with the Samsat team, is providing a waiver of PKB fines and previous years’ SWDKLLJ (Road Traffic Accident Fund) fines from 6 July to 31 August 2026. North Sumatra is offering a discount on vehicle tax fines of up to 57% starting from 1 July 2026. Papua Barat’s programme runs from 1 July to 31 October 2026 and includes the elimination of principal PKB for arrears from the sixth year onwards, a 12% incentive for compliant taxpayers, the elimination of fines for arrears from the first to the fifth year, a 10% reduction on principal PKB for current and fifth-year arrears, and a 10% reduction on the Motor Vehicle Title Transfer Fee (BBNKB).

In East Java, the amnesty runs throughout August 2026 and includes a waiver of administrative sanctions for PKB and BBNKB, a waiver of progressive PKB, a 20% reduction on principal PKB arrears for the 2025 tax year and prior for motorcycle owners classified as labourers, and a complete write-off of principal PKB arrears for motorcycles used by individuals listed in the national extreme poverty or socio-economic databases, as well as for motorcycles used for online transport services and three-wheeled vehicles. Yogyakarta’s programme runs from 1 August to 30 September 2026 and includes a waiver of fines for PKB, BBNKB, and previous years’ SWDKLLJ contributions.
