Baleg Prepares Omnibus Labour Bill, Regulating Layoffs to Outsourcing
JAKARTA, KOMPAS.com - Chairman of the House of Representatives’ Legislation Body (Baleg) DPR RI, Bob Hasan, revealed that Baleg is preparing a new Employment Bill (RUU Ketenagakerjaan) in the form of an omnibus law. Bob stated that the Employment Bill will cover various aspects related to employment, from termination of employment relations (PHK) to outsourcing. “We will form one that is like an omnibus. An employment omnibus,” said Bob Hasan when met at the DPR RI Building, Thursday (30/4/2026). “In the context that employment matters are so broad, I mean. Very broad. Therefore, due to its breadth, there must be a thought process to omnibus it,” he continued. He explained that the bill will regulate various matters, such as workplace safety, contract systems, and outsourcing schemes that remain debated. “For example, workplace safety, contracts, and also whether outsourcing is still viable or not. Those are parts that must be regulated,” said Bob Hasan. This Gerindra Party politician emphasised that the employment omnibus not only regulates job creation but also relations between workers, employers, and the government. “PHK has its rules, severance pay, and so on. So employment is not just about jobs, but also the rules of the game between employers and workers, including the government,” he said. Bob added that recent dynamics, such as the ratification of the Domestic Workers Protection Act (PPRT), will also be part of the parameters in drafting the new regulation. According to him, the decision rests entirely with the DPR leadership through the Consultative Body (Bamus). “If it’s cumulatively open, it depends on the leadership. We are still waiting from Bamus, from the leadership,” he said. It is known that the completion of the Employment Bill is one of the demands of workers in the International Labour Day or May Day actions to be held on 1 May 2026.
