Bakom: Prabowo strengthens export oversight to implement Article 33 of the 1945 Constitution
Jakarta – The Head of the Government Public Communications Agency, Muhammad Qodari, stressed that President Prabowo Subianto’s policy to strengthen export supervision of strategic commodities is an immediate implementation of the mandate of Article 33 of the 1945 Constitution, which concerns state control over natural resources for the greatest prosperity of the people.
He said this at a press conference themed ‘Delivery of the Macro Economic Framework and Key Fiscal Policy Outline of the RAPBN for Fiscal Year 2027’ alongside the Coordinating Minister for Economic Affairs, the Minister of Finance, and the CEO of Danantara at the Parliament complex in Senayan, Jakarta, on Wednesday (20 May).
Qodari, as quoted from an official Bakom RI broadcast confirmed in Jakarta on Thursday, explained that the policy is a comprehensive government step to safeguard Indonesia’s natural resources while ensuring their use for the welfare of the people, from upstream to downstream.
‘The President is safeguarding Indonesia’s natural resources; Indonesia’s natural wealth is comprehensive from upstream to downstream,’ he said.
In the upstream sector, the government has carried out enforcement and law enforcement actions, including through the Forest Areas Enforcement Task Force (PKH), which is said to have reclaimed almost 6 million hectares of palm oil plantation land.
Additionally, the value of seizures carried out by the Attorney General’s Office has reached around IDR 45 trillion.
Meanwhile in the downstream sector, the government is now strengthening the supervision of trade in strategic commodities, such as palm oil, coal, and ferroalloy.
‘So, the selling is also safeguarded by the President,’ Qodari said.
The step was taken after the President identified misinvoicing, under-invoicing, under-accounting, transfer pricing, and other practices deemed detrimental to the nation.
According to Qodari, all of these policies are direct derivatives of the Preamble to the 1945 Constitution and Article 33 of the 1945 Constitution.
‘The Preamble to the 1945 Constitution sets out the goals of our nationality and statehood, which today are highly relevant: first, to protect the entire Indonesian nation because these are Indonesia’s natural resources; second, to advance general welfare, where natural resource wealth must be maximised for the greatest prosperity of the Indonesian people,’ Qodari said.
He also stressed that Article 33 of the 1945 Constitution is the main legal basis for the management of national natural wealth by the state.
‘The directly related Article 33 is Article 33(3), whereby land, water, and natural wealth are owned by the state and used for the greatest prosperity of the people, and Article 33(4), the national economy is organised based on economic democracy with the principles of togetherness, efficiency with justice, sustainability, and so on,’ said Qodari.
