Bahlil states non-tax state revenue from mining increases despite government production quota cuts

Jakarta (ANTARA) - The Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, stated that non-tax state revenue (PNBP) from the mineral and coal (minerba) sector is showing an increase.

This increase in state revenue is occurring even though the government has cut production quotas through the Work Plan and Budget (RKAB) for mining companies approved by the Ministry of ESDM.

“Reports from the Director General of Minerals and Coal to me indicate that coal production will not be as high as in 2025, but the PNBP is higher compared to 2025,” Bahlil said during a blood donation event organised by the Directorate General of Minerals and Coal in Jakarta on Monday.

Bahlil believes that the government’s success in increasing PNBP in the mining sector is the result of cutting production quotas, which aims to balance supply and demand. This regulation subsequently impacts commodity prices in the international market.

“With the management of supply and demand regulations, Indonesian coal prices are now beginning to gain prestige in the eyes of the international community. Nickel prices are also no longer being freely manipulated by certain parties. This is indeed our objective,” said Bahlil.

Based on data from the Directorate General of Minerals and Coal, coal production throughout 2025 reached 817.48 million tonnes, while production up to July 2026 was recorded at 423.71 million tonnes, or an average of approximately 60.5 million tonnes per month. This average production is lower than the 2025 average production, which was approximately 68.1 million tonnes per month.

However, PNBP for coal commodities recorded up to 31 August 2026 reached IDR 66 trillion, an increase from IDR 59 trillion during the same period the previous year.

An increase was also observed in nickel commodities. PNBP for nickel commodities reached IDR 21 trillion up to 31 August 2026, an increase from IDR 10 trillion during the same period in 2025.

This increase in nickel PNBP occurred even as nickel production experienced a decrease of approximately 13 million tonnes. According to data from the Directorate General of Minerals and Coal as of 1 September 2026, nickel ore production was recorded at 173.79 million tonnes, whereas production in 2025 was 320.37 million tonnes.

“This means that we do not want production to be too high; what is most important is the state revenue,” he said.
