Bahlil Says State-Owned Enterprises Agency Could Fall Under Downstreaming Ministry’s Coordination
Coordinating Minister for Downstreaming and Energy Transition Bahlil Lahadalia said the State-Owned Enterprises Regulatory Agency (BP BUMN) could fall under his ministry’s coordination.
Bahlil had just held a meeting with Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad, BP BUMN head Dony Oskaria, Investment and Downstreaming Minister and Investment Coordinating Board (BKPM) head Rosan Perkasa Roeslani, National Police Chief General Suyudi Ario Seto, and National Intelligence Agency (BIN) head Muhammad Herindra.
He said the meeting discussed coordination on adding value, foreign exchange and non-tax state revenue (PNBP) in the energy sector, the structure of the new coordinating ministry, and fuel distribution issues.
“I asked for support from all of them, from my senior colleagues and the whole team, so that we can carry this out, including matters concerning energy security and the energy transition,” he said at a press conference on Friday (16 October).
Asked which technical ministries would come under the Coordinating Ministry for Downstreaming and Energy Transition, Bahlil indicated that BP BUMN and the Ministry of Investment and Downstreaming would be coordinated by his ministry.
However, the legal framework for the arrangement, in the form of a presidential regulation, has not yet been completed. The regulation will include provisions identifying the technical ministries.
“I’ll give you a preview: it will be set out in a presidential regulation, and perhaps the regulation will be completed soon. But the agencies that met with me earlier—BP BUMN and the Ministry of Investment—will, God willing, almost certainly be coordinated by the Coordinating Ministry for Downstreaming,” Bahlil said.
Bahlil also raised the possibility that the Ministry of Industry could be placed under his coordination. All the entities he mentioned were previously under the Coordinating Ministry for Economic Affairs.
“I think so, yes [the Ministry of Industry]. But that’s only a feeling for now,” he said.
Previously, Investment and Downstreaming Minister and BKPM head Rosan Roeslani said he was waiting for direction on the status of the agency he leads following the establishment of the Coordinating Ministry for Downstreaming and Energy Transition.
“We’re waiting for instructions. We’ll follow whatever is decided; what matters is that we continue to coordinate well,” Rosan said after the Indonesia International Sustainability Forum at the Kempinski Ballroom in Jakarta on Tuesday (6 October).
Rosan also declined to confirm whether the arrangement would be detailed in a presidential regulation. Asked whether the Ministry of Investment and Downstreaming/BKPM would remain in place despite the establishment of the coordinating ministry, he simply nodded.
