Bahlil: Restrictions on Pertalite for Wealthy Groups Still Under Review

Energy and Mineral Resources Minister Bahlil Lahadalia has confirmed that the plan to restrict Pertalite purchases for households in deciles 9 and 10 has not yet been decided. The government is still discussing the scheme for controlling subsidised fuel.

Bahlil said that as long as the discussions have not produced a decision, Pertalite distribution will continue to follow the current regulations. “The Pertalite restrictions are still under discussion,” Bahlil said when met on the sidelines of the 12th Indonesia International Geothermal Convention & Exhibition 2026 in Jakarta on Wednesday (19/8).

According to Bahlil, Pertalite distribution has not changed because the government is still conducting a review of the proposed restrictions. Under the current policy, Pertalite consumption is limited to a maximum of 200 litres per day for buses and lorries, while four-wheeled vehicles have a purchase limit of 50 litres per day. “It is still like that,” he said.

Bahlil stressed that Pertalite is a fuel intended for people who are entitled to energy subsidies. Therefore, those deemed economically capable are asked to use non-subsidised fuel. “Those who are already wealthy, who are already able, should not take the people’s rights. Subsidies are for our brothers and sisters who are entitled to receive them,” Bahlil said.

Finance Minister Purbaya Yudhi Sadewa previously stated that the control of fuel subsidies, especially Pertalite, will be implemented gradually. According to him, the system owned by PT Pertamina is considered capable of supporting the implementation of the restrictions.

One option being discussed by the government is to prohibit people classified in deciles 9 and 10 from buying Pertalite. This group would be directed to use non-subsidised fuel. Purbaya said the mechanism for controlling fuel subsidies is still in the discussion stage. Implementation of the policy is expected to be carried out after all supporting systems are declared ready.

The policy is aimed at improving the targeting of fuel subsidy distribution. By restricting based on recipient groups, the government wants to ensure that energy subsidies are enjoyed by people who are truly entitled.
