Energy and Mineral Resources Minister (ESDM) Bahlil Lahadalia has said the government is drafting a new formula, particularly concerning the adjustment of non-subsidised fuel prices, so that they remain fair to both the public and business entities.

Bahlil explained that non-subsidised fuel prices should in principle follow developments in global oil prices. On the other hand, however, the government does not want overly frequent price changes to harm the public or businesses.

“So in this situation we are looking for a sensible formula, one that does not burden the people, especially users of non-subsidised fuel, who make up 20% of the total. These are our wealthier fellow citizens. But we also do not want to burden businesses in the oil sector,” Bahlil said at the State Palace on Monday evening (20/7/2026).

He went on to say that his ministry would hold a meeting with Pertamina and other business entities before deciding on any adjustment to non-subsidised fuel prices. He also assured that there would be no increase in subsidised fuel prices.

“In fact, for certain types of fuel, when world prices fall, we have already begun asking private business entities, including Pertamina, to make adjustments promptly,” he said.

As is widely known, non-subsidised fuel prices are usually adjusted on the 1st of each month. Pertamax prices rose to Rp 16,250 per litre from 10 June 2026, the first increase since global crude prices surged following the war between Israel, the United States and Iran on 28 February 2026.

Brent crude prices surged to US$ 118 per barrel on 31 March 2026, then fell before rising again to US$ 118 per barrel on 29 April 2026.

However, since June 2026 the crude price trend has fallen below US$ 100 per barrel, to the US$ 70s per barrel. At the start of July 2026, Brent was at US$ 68.55 per barrel on 6 July 2026.

Fuel prices are usually determined based on oil prices, the Mean of Platts Singapore (MOPS) and the exchange rate over the two months preceding the current period. For fuel prices effective 1 August 2026, this means prices will be based on the average of these three factors over June and July 2026.
