Bahlil: Now is Not the Right Time to Discuss Coal Export Levies

The Minister of Energy and Mineral Resources, Bahlil Lahadalia, has stated that he has reached an agreement with the Minister of Finance, Purbaya Yudhi Sadewa, that the current moment is not appropriate for discussing coal export levies.

“My view and the decision of Minister Purbaya is that the timing is not yet right for us to conduct detailed discussions regarding coal export levies,” Bahlil said after a press conference at the Parliament Complex in Senayan, Jakarta, on Monday. He emphasised that no decision has been made regarding the levies in discussions with the Minister of Finance, as the government is waiting for a more refined formulation to be developed.

Bahlil noted that with the presence of PT Danantara Sumberdaya Indonesia (DSI), coal that was previously exported directly by companies will now be sold through DSI. Consequently, the government needs to study a better formulation for this process.

Meanwhile, the Coordinating Minister for Economic Affairs, Airlangga Hartarto, revealed that companies exporting natural resources will be required to report their export activities to PT Danantara Sumberdaya Indonesia (DSI) starting from 1 June 2026. This reporting will be conducted through the Customs Excise Information System and Automation (CEISA) 4.0 platform, managed by the Directorate General of Customs and Excise under the Ministry of Finance. Previously, exporters were only required to report to the Directorate General of Customs and Excise via this platform.

Airlangga stated that the initial implementation of this new reporting mechanism will involve three export commodities: coal, ferroalloy, and palm oil. The government will continue to evaluate the new mechanism during the first three months of implementation before it is fully rolled out on 1 January 2027. He expressed hope that entrepreneurs and exporters would have sufficient time to adjust during the six-month transition period for the new export reporting mechanism.
