JAKARTA — Coordinating Minister for Downstreaming and Energy Transition Bahlil Lahadalia has offered a preview of the ministries and agencies that will be coordinated by the ministry. He said the Investment Ministry and the State-Owned Enterprises Regulatory Agency (BP BUMN) are almost certain to be included.

Bahlil explained that the establishment of the Coordinating Ministry for Downstreaming and Energy Transition is linked to the government’s Asta Cita agenda. He said accelerating downstreaming and the energy transition requires consolidation through a coordinating ministry to speed up implementation.

Bahlil made the remarks while answering a question about the arrangement of ministries and agencies within the government. The final organisational structure is still awaiting the issuance of a presidential regulation.

“The Investment Ministry and BP BUMN are almost certain. As for the Industry Ministry, that is just my feeling,” said Bahlil, who also serves as Energy and Mineral Resources Minister, in Jakarta on Friday (16 October 2026).

Bahlil did not confirm whether the Industry Ministry would also come under the coordination of the Coordinating Ministry for Downstreaming and Energy Transition. He said the structure would become clear once the presidential regulation had been issued.

The coordination arrangements relate to the division of responsibilities within the government. However, Bahlil did not provide details about how coordination would work or how authority would be divided among the ministries and agencies that are eventually placed under the coordinating ministry.

The presidential regulation will determine the official list of ministries and agencies within its remit. Therefore, the reported inclusion of the Investment Ministry and BP BUMN remains subject to the formal rules the government is due to issue.
