Bahlil Ensures Upstream Oil and Gas Is Excluded from One-Window Export Policy

TANGERANG — Energy and Mineral Resources Minister (ESDM) Bahlil Lahadalia has confirmed that oil and gas products are exempt from the one-window export policy via state-owned enterprises (BUMN). The government previously decided that exports of several natural resource commodities would be conducted through the new Danantara Indonesia entity, PT Danantara Sumberdaya Indonesia (DSI). Bahlil said the one-window export policy would be regulated through a Government Regulation (PP). However, he stressed that this rule does not apply to exports of upstream oil and gas.

‘This is something I would like to convey to you all; there may be unease today because the President announced the creation of a Government Regulation in the sale of natural resource outputs through a one-window via BUMN,’ he said at the IPA Convex 2026 event in ICE BSD, Tangerang, on Wednesday (20/5/2026).

‘I came here to deliver a special message from the President. Based on knowledge, deep understanding, and objective and measured information, the President has decided that for the upstream oil and gas sector, the PP does not apply,’ he continued.

Meanwhile, overseas oil and gas sales are already under long-term contracts. Bahlil also assured there have been no findings of malpractice in overseas oil and gas sales. The long-term contract scheme already in place is believed to prevent transfer pricing and under-invoicing.

‘For overseas markets, we have long-term contracts, and this almost certainly means there is no transfer pricing or under-invoicing,’ he said. He emphasised that oil and gas players can continue to operate as usual. ‘So there is no need for doubt; business remains as normal,’ he said.
