Bahlil Denies RKAB Relaxation Disrupts PLN Coal Supply

Energy and Mineral Resources Minister Bahlil Lahadalia has denied assumptions that the relaxation of coal Work Plans and Budgets (RKAB) has had an impact on coal supplies to PT PLN (Persero). Bahlil affirmed that the government continues to prioritise domestic needs, particularly the electricity sector.

He said the RKAB relaxation policy was drawn up with consideration of the balance between national coal supply and demand. As such, the government is ensuring that the needs of PLN and domestic industry remain the top priority.

“So no one should any longer build the perception that the RKAB has an impact on PLN. The PLN President Director has already conveyed this. Because we prioritise the domestic market, including other industries,” Bahlil said when met at JCC Senayan, Jakarta, on Tuesday (21/7/2026).

He assured that the government is applying the RKAB relaxation in a measured manner. According to him, additional coal production remains directed at maintaining the balance of supply within the country before meeting the needs of other markets.

PT PLN (Persero) President Director Darmawan Prasodjo confirmed that coal supplies for power plants have been almost entirely met. This assurance also answers concerns regarding coal availability after the government implemented the relaxation of the coal Work Plans and Budgets (RKAB).
