Bahlil and House of Representatives Agree on 612,500 Barrel Oil Lifting Target for 2027 Budget Draft

The Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, together with Commission XII of the House of Representatives (DPR RI), has agreed on a target for oil lifting, or ready-to-sell oil production, of 612,500 barrels per day (bpd) for 2027.

This target marks an increase compared to the oil lifting target set in the 2026 State Budget (APBN) of 610,000 bpd.

Bahlil stated that the government had previously proposed an oil lifting assumption for 2027 within the range of 605,000 to 620,000 bpd. Following discussions, the government and the House of Representatives subsequently agreed on the figure of 612,500 bpd.

“For 2027, our initial assumption in the APBN introductory note was between 605,000 and 620,000 barrels per day. We have now agreed on 612,500 barrels per per day,” Bahlil said at the DPR Building, as reported on Wednesday (2/9/2026).

To boost production increases in the coming years, Bahlil mentioned that there will be several additions to production wells in 2027. One such development is being undertaken by Petronas in the Madura region.

“Furthermore, there are several additions to our wells using EOR (Enhanced Oil Recovery) technology. There are also potential additions to our wells in Sumatra. Therefore, I believe, God willing, we just need to pray that there are no issues in the electricity or pipeline sectors,” he said.

On the other hand, he acknowledged that the realisation of national oil lifting in 2026 remains below the target set in the APBN of 610,000 bpd.

Bahlil stated that one of the factors affecting lifting achievements is the decline in production at the Cepu Block, managed by ExxonMobil. Production in that block reportedly decreased from approximately 185,000 bpd to 140,000 bpd.

Additionally, electrical disruptions in the Rokan Block, operated by PT Pertamina Hulu Rokan (PHR), have also impacted national oil production. These disruptions resulted in a production loss of approximately 4 to 5 million barrels.

“Furthermore, we have blocks in Sumatra that experienced electrical issues, causing us to lose approximately 4 to 5 million barrels. This has resulted in the 2026 lifting target of 610,000 barrels not yet being achieved,” Bahlil said.
