Badung to Hold Tipiring Hearings at Subdistrict Level Starting in May
The Badung Regency Government (Pemkab Badung) plans to hold hearings for minor criminal offences (tipiring) at the subdistrict level to facilitate the enforcement of local regulations starting in May 2026. This step is taken to overcome geographical and bureaucratic obstacles that have previously been deemed ineffective and burdensome for field officers.
“We have requested the court (Denpasar District Court) to allow hearings to be conducted in each subdistrict, and it has been approved. For example, yesterday, an offender from South Kuta had to be brought to the court in Denpasar, then pay the fine at the Badung Prosecutor’s Office in Mengwi—that was extremely troublesome,” said the Head of the Badung Civil Service Police Unit (Satpol PP), I Gusti Agung Ketut Suryanegara, on Friday (24/4/2026).
Suryanegara explained that the subdistrict-level hearings will not only target littering offenders reported by the Badung Environment and Forestry Office (DLHK). Officers will also address various violations under Regional Regulation Number 7 of 2016, including illegal parking on pavements and street vendors breaching public order.
“Tipiring is not just for littering violations; basically, all violations we encounter in the field will be directly processed through tipiring. The hearings will be held simultaneously in the subdistricts to ensure more comprehensive handling of public order,” said Suryanegara.
Previously, the Badung Satpol PP has often faced obstacles with procedures for picking up and delivering offenders, which take a long time after enforcement actions. This situation is considered to not provide a deterrent effect because the administrative processes and fine payments complicate matters for officers more than for the offenders.
“Imagine, we go through great trouble to catch offenders, but three days later we have to pick them up again to take them to the court and the prosecutor’s office. Instead of being deterred, they end up pleased because we handle everything, so it’s better to resolve it on the same day at the location,” he stated.
The certainty of enforcement and on-site hearings starting in May has also been aligned with the availability of the regional budget in this year’s Regional Revenue and Expenditure Budget (APBD). The budget is allocated to support the operations of legal personnel directly involved in the hearings at the subdistrict level.
“This plan will start in May because it is related to our budget readiness as well. For clerks, judges, and prosecutors, all from the APBD so that the hearing process in subdistricts can run. Meanwhile, the Denpasar District Court has approved it through an official letter starting in May,” Suryanegara concluded.
