Badung Regency Breaks Ground on JLS Segment 4 in South Kuta

The Badung Regency Government has officially commenced the physical construction of the Labuan Sait-Pedati road and the Pura Kulat-Labuan Sait route in Pecatu, South Kuta, along with the Berawa-Teuku Umar Barat route in North Kuta. This project is part of the continuation of the South Ring Road (JLS) segment 4, spanning a total length of over 10 kilometres connecting Jimbaran to Uluwatu, with a total value exceeding Rp 2.9 trillion. “Traffic congestion in South Kuta has already occurred at four main points, such as Simpang Udayana, GWK, and Pecatu, due to the high number of tourist visits. If we do not immediately address this by creating new road access, Badung’s tourism will be nothing but a memory,” said Badung Regent I Wayan Adi Arnawa during the groundbreaking for JLS segment 4 Labuan Sait-Pedati in Pecatu, South Kuta District, Badung, on Monday. The new Jimbaran-Uluwatu route is designed with a road width of 24 metres and is equipped with 3-metre-wide pavements on both sides. The construction of this main access, which traverses premium areas such as Pecatu Graha, Jimbaran Hijau, and Labuan Sait, is scheduled for full completion by the end of 2027. “This over 10-kilometre road project begins construction this year and is targeted for full completion by the end of 2027. The public and tourists wishing to visit or pray at Uluwatu Temple will no longer be stuck in traffic for hours,” Adi Arnawa stated. The funding scheme for this strategic project, valued at over Rp 2.9 trillion, comes from two main sources. The Badung Regency Government is combining a regional loan from PT Sarana Multi Infrastruktur (SMI) amounting to Rp 2.4 trillion and an allocation from the Regional Original Income (PAD) budget of Rp 511 billion. “For land acquisition and initial construction, we have prepared a budget of over Rp 2.9 trillion in the revised regional budget. These funds consist of a Rp 2.4 trillion loan from PT SMI and are supported by Badung’s PAD of Rp 511 billion,” Adi Arnawa explained. In addition, the Badung Regency Government is also opening a new supporting route from the Wanagiri intersection to the Udayana University (Unud) campus. This access is designed as a one-way route towards the Unud Hospital to connect the traffic flow from the Uluwatu area. “The land for the Wanagiri to Unud route will be acquired this year and is targeted to be fully operational by 2027. Traffic from Wanagiri will pass through Jalan Raya Uluwatu, circle west towards Poltek, and then connect to the new road towards Dharmawangsa Siligita,” said Adi Arnawa. The traffic engineering also includes the opening of a new route from the Unud Campus southwards towards GWK and Goa Gong. This measure is being taken to convert the traffic flow on the Goa Gong road segment into a one-way system to reduce accidents and congestion. “This route from Unud to GWK and Goa Gong is made so that Goa Gong road will later only apply one-way traffic from top to bottom. Indeed, Goa Gong is no longer feasible if forced to accommodate two-way traffic,” Adi Arnawa revealed. Infrastructure improvements in South Badung also target an alternative route from Uluwatu to Melasti and Siligita. The Badung Regency Government is widening the road behind the Pecatu Traditional Village Market and the Pecatu Village Credit Institution from 6 metres to 10 metres, as well as installing traffic lights and widening the Siligita intersection. “The existing road from Pecatu to Melasti, which was originally only 6 metres, we are widening to 10 metres to connect to Siligita. At the Siligita intersection, we are also widening the road towards Denpasar so that congestion there can be maximally resolved,” Adi Arnawa said. In addition to the main South Kuta route, the Badung Regency Government is executing an infrastructure project in the Central Badung area spanning 4.7 kilometres, connecting the Berawa, Umalas, Banjar Semer, Kedampang, and Teuku Umar Barat areas in North Kuta District. This new 10-metre-wide road access is targeted for full completion by December 2026. Overall, in 2026, the Badung Regency Government is executing road works totalling 15.6 kilometres, covering the South Ring Road route and the Berawa-Teuku Umar Barat route. This physical access expansion is expected to unravel traffic congestion nodes in the tourism area. “The total length of roads we are executing, with physical work starting this year, reaches 15.6 kilometres at several points. We are taking this step so that tourists and road users feel comfortable when traversing the tourism area,” Adi Arnawa explained. As a closing link for regional connectivity, the Badung Regency Government will build a 30-metre-wide road connecting the Mengwi Terminal to the North and East Badung areas. This route stretches from Penarungan in front of the Badung Police Headquarters to Latu Abiansemal, Sempidi, Sigaran, Sedang, and Latu-Bongkasa. Adi expressed gratitude that all previous processes had run smoothly. According to him, the public and tourists have welcomed the new road project because they are weary of the severe congestion that disrupts daily activities. “This courage and commitment are important so that this factual project can be realised quickly, from the preparation of the feasibility study documents, the Detail Engineering Design, to the land acquisition assisted by the Regional Land Office. The community welcomes and awaits this development because they are tired of the congestion in South Badung,” Adi Arnawa said. This road infrastructure development is believed to trigger a multiplier effect for local economic growth and boost regional original income. The future development scheme is expected to no longer rely on loan packages but to be fully financed by real regional revenues.
