Badung Regency Government (Pemkab Badung) in collaboration with state-owned Perumdam Tirta Mangutama is working to convert flood overflow water into clean water through deployment of portable Membrane-Based Non-Revenue Water Processing (NPR) technology.

Badung Regent I Wayan Adi Arnawa stated that this initiative simultaneously addresses the regency’s flood management strategy. According to him, rainwater runoff in strategic areas is being collected and processed to prevent waste flowing into the sea whilst providing benefits to residents.

“Flood water will not simply be discharged into the sea but will be processed into reserves of clean drinking water. With this technology, flood management in Badung becomes more productive,” Adi Arnawa said whilst attending the Bali Clean Rubbish Movement at Petitenget Beach on Sunday, 1 March 2026.

Badung Regency has allocated 266 billion rupiah in 2026 to resolve flooding at chronic points such as Jalan Dewi Sri. This substantial funding is earmarked specifically for river widening, drainage improvement, and construction of water retention reservoirs.

“We are focusing this significant budget on improving basic infrastructure to ensure smoother water flow. Construction of water retention reservoirs is also a priority as containers for rainwater during periods of high rainfall intensity,” explained Adi Arnawa.

Acting Head of the Public Works and Spatial Planning Department (PUPR) Badung, Anak Agung Rama Putra, revealed that in addition to drainage improvement, Badung Regency is also beginning to construct a long-term storage system to strengthen flood control in the southern region, particularly Kuta District. Pump station projects and Tukad Mati river channel protection are already at the tender stage.

“We are currently in the tendering process for several flood control infrastructure projects. We are also preparing supporting projects to increase drainage capacity at vulnerable points such as Basangkasa and Sunset Road,” said Rama Putra.

The budget ceiling for the Tukad Mati river channel flood control construction supervision package reaches 846.5 million rupiah sourced from Badung’s 2026 Regional Budget (APBD). The project includes capital expenditure on river protection structures and disaster mitigation measures to anticipate future water overflow.

“This is part of our commitment to accelerate coastal area protection. The work will cover the area from Jalan Campuhan to Jalan Pandawa district, which has frequently experienced flooding,” added Rama Putra.
