Badung Prepares New Face for Mangupura, Plans Malioboro-Style City Park

A number of infrastructure and facilities have yet to be fully built to strengthen the face of Mangupura City after its designation as the capital of Badung Regency. The Badung Regency Government (Pemkab) is therefore making efforts to gradually build the city’s infrastructure, as it has been planned for a long time. These include the arrangement of the city centre, a city park, and connecting routes to the surrounding areas. To date, these facilities have not been constructed, meaning the area does not yet reflect the face of a capital.

Badung Regent I Wayan Adi Arnawa stated that the government has a plan to build a city park and design inter-regional connectivity in the form of new road access. ‘This is why we will push for the area north of the Puspem. We will try to build a representative city park there, as well as a symbol of the Mangupura Capital City. It will be in the form of things that are attractive,’ Adi Arnawa said on Wednesday (22/7/2026).

In that green area, the government is also designing urban connectivity, such as building a link road from the Badung Government Centre (Puspem) to Abianbase Village in the west, Sempidi and Sading Villages in the east, and a route to Penarungan Village via Kapal or Lukluk Villages in the north. The construction of the multifunctional city park and new transportation access is designed to be integrated with the arrangement of surrounding road access to form a central city intersection concept, known in Bali as Catus Pata.

‘There will be a stage where there is a road plan from Sempidi to Abianbase, to Sading, and to Penarungan. This will become a kind of Catus Pata. So once that is built, it will automatically be accompanied by the arrangement of the city park,’ he explained. According to him, the arrangement covers three aspects: improving regional connectivity, integrated infrastructure development, and separating the functions of office areas from public spaces.

Adi stated that the project is projected to be a solution to the high level of citizen activity that currently uses the Badung Government Centre (Puspem) area as a jogging track. ‘We apologise to the public. To be honest, this place is not suitable to be used as a jogging track because it is a government office that stores many important assets. We must really take security factors into account,’ he said.

However, Adi has not yet conveyed when this grand plan will be realised. On the other hand, he acknowledged that public facilities such as city parks are currently very much needed to provide space for recreation, other creative activities, and sports. ‘We want this to become a new icon. We want to prepare a space at certain hours for evening activities, similar to the Malioboro area. The hope is that the Mangupura capital city can look more alive and vibrant,’ he added.
