Badung Government to Regulate Civil Servants' Exit Routes to Ease Traffic Congestion
The Badung Regency Transportation Agency (Dishub) plans to regulate the exit routes for civil servants (ASN) working at the Badung Government Centre (Puspem) during rush hour. The measure will be trialled through a traffic engineering scheme to reduce vehicle density, although its implementation is still awaiting approval from leadership.
“For this trial, we are of course seeking approval from the leadership first. After that, we will issue a circular to all regional apparatus organisations (OPD) and agencies within the Puspem area so that all employees are aware of the mechanism to be implemented,” said Head of the Badung Transportation Agency, Anak Agung Gde Rahmadi, on Thursday (23/7/2026).
The traffic flow arrangement plan was agreed upon during the Traffic and Road Transport Forum (LLAJ) meeting held in the meeting room of the Head of the Badung Transportation Agency. This access diversion is scheduled to apply every Monday to Thursday from 4:00 PM to 5:00 PM WITA, and specifically on Fridays from 12:00 PM to 1:00 PM WITA.
“This engineering is to reduce crossing and delays at the Hanoman Statue in Sempidi, as the location is on a congested national road. We hope that civil servants working in the Puspem area will contribute to reducing traffic jams,” said Rahmadi.
Under the scheme, vehicles exiting the South Gate heading towards the Hanoman Statue will be diverted to the Main Gate (North Gate), while those heading towards the Kwanji Intersection can still use the South Gate. If any motorists heading to the Hanoman Statue still insist on forcing their way through the South Gate, field officers will direct them to make a U-turn at the road median.
“Thus, delays at the Hanoman Statue can be reduced so that traffic flow becomes smoother and travel times are faster. This trial will be conducted during employee departure times,” he explained.
This arrangement only diverts vehicle exit gates without changing the traffic direction on the road sections around Puspem Badung, which will remain two-way. As such, public vehicles or members of the general public coming from the direction of the Hanoman Statue heading west can still pass through normally during the trial period.
“Once the administration and socialisation are complete, the trial will be carried out. This trial is important because theoretically, the engineering is feasible, but we also need to see the results in the field,” concluded Rahmadi.
