For the past two months, an empty plot of land in the Merta Agung Road area, Banjar Pengubengan Kauh, Kerobokan Kelod, North Kuta, has been repurposed as an illegal waste disposal site. Piles of plastic rubbish, food waste, used items, and construction material debris have overflowed onto the roadside.

The Badung Regency Environment and Cleanliness Service (DLHK) has already cleaned the site and transported the waste to the TPST, while installing banners prohibiting littering. To anticipate further issues, temporary guards have been stationed at the location.

“We have directly cleaned the rubbish there. Going forward, it will be guarded 24 hours a day on a rotating basis, starting this afternoon or evening. We have also put up prohibition banners,” said the Head of Supervision and Enforcement Division of DLHK Badung, Ni Wayan Gandem, on Wednesday (1/4/2026).

DLHK Badung has requested the Kerobokan Kelod Village authority to help monitor the area. According to Gandem, the neglected empty land must be fenced to prevent further dumping.

“We have asked the village side to trace the landowner, so that the owner themselves installs the fence, at least pays attention to their land. If left empty like that, on the roadside, it just invites people to dump rubbish again because it’s easy,” she said.

Gandem also suggested levelling the empty land using heavy equipment like a loader. This is because the piled-up construction materials are mixed with building waste. Meanwhile, the food waste, plastic, and used items have already been transported by DLHK Badung.

This cleaning and monitoring operation involves a joint team from various DLHK Badung divisions, from landscaping to cleaning teams. The deployed personnel have specific tasks to comb through piles of used goods and leftover construction materials that are polluting the land.

A sweep of illegal waste dumping points is being conducted simultaneously in the six sub-districts of Badung Regency. DLHK is mapping similar locations to prevent the spread of illegal waste dumps in residential areas, amid current restrictions on daily waste deliveries to the Suwung TPA.
