The Badung Regency Government is constructing a Specific Waste Collection Facility (TP3S) for household hazardous and toxic materials (B3) in Mengwitani, Mengwi District, Badung. This facility serves as a pilot project for upstream-to-downstream waste management, ensuring that dangerous domestic waste, such as used batteries, does not mix with general waste.

“Due to the dynamics surrounding the closure of the Suwung landfill, we must anticipate the emergence of specific waste, particularly B3 waste. If this hazardous waste is mixed with ordinary waste, it becomes highly toxic,” stated the Vice Regent of Badung, Bagus Alit Sucipta, on Wednesday (3/6/2026).

The operational system of the TP3S B3 facility involves sorting at the source, followed by separation at the TPS3R (Reduce, Reuse, Recycle) sites in each village and at waste banks. The waste is then transported and temporarily stored at the Mengwitani TP3S B3 facility before being collected by third-party contractors for final processing.

“For example, there are batteries and other items. Given these dynamics, we are taking steps to temporarily collect them here at the Mengwitani TPST, specifically for B3 waste,” said Bagus Alit Sucipta.

Once collected and sorted at the TP3S B3 facility, the waste will be handed over to licensed third-party providers. The Badung Regency Government aims for this management system to be replicated by all TPS3R facilities at the village level.

“After we collect and sort it, we will provide it to parties that already hold official permits, namely third parties. We certainly hope this becomes a pilot project that can be implemented by the existing TPS3R in the villages,” added Bagus Alit Sucipta.

The storage capacity of this facility is designed to receive a continuous supply of hazardous waste, gathered from the network of TPS3R and waste banks across the Badung region.

“For now, the volume we can accept from the TPS3R and waste banks will not exceed capacity. This is because the facility is temporary; once collected, it will be immediately handed over to licensed third parties,” concluded Bagus Alit Sucipta.
