Background of SE Mendikdasmen 7/2026: There Are 237,196 Non-ASN Teachers

JAKARTA - The Minister of Basic and Secondary Education (Mendikdasmen), Abdul Mu’ti, issued Circular Letter (SE) Mendikdasmen No. 7 of 2026, signed on 13 March 2026. The circular has recently sparked public discussion due to its implications for the status of honorary and non-ASN teachers. The issuance of SE Mendikdasmen 7/2026 is based on the background of 237,196 non-ASN teachers. In the “Purpose and Objectives” section of SE Mendikdasmen 7/2026, it is explained that this circular is intended to ensure the implementation of learning in educational units managed by local governments to achieve national education goals. The circular covers the assignment regulations for non-ASN teachers who have been recorded in the Education Data before 31 December 2024 and are still actively teaching in educational units managed by local governments. (a) recorded as non-ASN teachers in the Education Data up to 31 December 2024; and (b) still actively performing duties in educational units managed by local governments. 2. The data for non-ASN teachers as referred to in point (1) can be viewed through the Ruang SDM website. 4. Assigned non-ASN teachers receive income as follows: (a) Non-ASN teachers with educator certificates who meet the workload requirements receive a teacher professional allowance in accordance with applicable laws and regulations. (b) Non-ASN teachers with educator certificates who do not meet the workload requirements receive incentives from the Ministry of Basic and Secondary Education. (c) Non-ASN teachers without educator certificates receive incentives from the Ministry of Basic and Secondary Education.
