Awaiting DPR Approval, Purbaya Has Not Yet Implemented New Cigarette Excise Tax Layers

Finance Minister Purbaya Yudhi Sadewa has not yet applied the new Tobacco Products Excise (CHT) layer tariff in June 2026. The policy needs to be discussed first with Commission XI of the Indonesian House of Representatives (DPR).

“Not yet. I am still going to face the DPR first for discussions,” said Purbaya at the DPR Building on Thursday (4/6/2026).

The excise policy was initially Purbaya’s approach to legalise domestic illicit cigarettes, thereby increasing state revenue. Informally, Purbaya has already spoken with legislators.

“We have talked behind the scenes, but officially, not yet. The official one hasn’t happened. But behind-the-scenes talks have already taken place,” he explained.

The draft regulation, according to Purbaya, has been prepared. Now it just needs to enter formal discussions with the DPR and be socialised to business players.

“Not in June. We are waiting for DPR approval,” Purbaya stressed.
