Awaiting Central Government Assistance for the Construction of the Bulak Kapal Flyover in Bekasi
Bekasi City Government is still awaiting certainty on the form of assistance from the central government to expedite the construction of the Bulak Kapal flyover in East Bekasi District. Previously, the project had received an allocation of Rp 20 billion from the West Java Provincial Government for 2026 and is planned to use a multi-year scheme until completion at the end of 2027. Head of the Bekasi City Public Works and Water Resources Department, Idi Sutanto, stated that discussions on assistance for the Bulak Kapal flyover construction are currently at the central-level coordination stage. “We are currently awaiting the scheme of the President’s assistance. Whether through the Ministry of Transportation, the Ministry of Public Works, or directly to the region. We are still waiting for follow-up from the Coordinating Ministry for Infrastructure and the State Secretariat,” said Idi when met at the Bekasi City Hall Plaza on Monday (11/5/2026). According to Idi, Bekasi City Government has attended two coordination meetings with the Coordinating Ministry for Infrastructure and Regional Development following the President’s directive to accelerate the construction. “As a local government, our role is just to inquire. The last meeting was on Thursday with the Ministry of Finance and the Coordinating Ministry for Infrastructure. It has escalated to a higher level, but there is no official directive yet,” he said. Idi hopes that within one to two weeks, there will be an official decision from the central government so that the construction process can be promptly confirmed. “Hopefully in one or two weeks there will be news, then we can confirm,” he stated. With the planned assistance from the central government, Bekasi City Government is open to the possibility of reallocating the budget for the Bulak Kapal flyover construction to other infrastructure projects. “If the President’s assistance is indeed for Bulak Kapal, then the previously planned budget can be proposed to be shifted to other months,” said Idi. On the other hand, Bekasi Mayor Tri Adhianto revealed that the Bulak Kapal flyover project requires land acquisition of more than one hectare. The land stretches from HM Joyo Martono Road to the Bulak Kapal Prison area. “Clearly more than 1 hectare, so more than 10,000 square metres. And the budget is nearly Rp 116 billion,” said Tri when met at the Bekasi City Hall Plaza on Monday (4/5/2026).
