Avtur Price Drops, Ministry of Transportation Evaluates Fuel Surcharge Tariffs

The Directorate General of Civil Aviation at the Ministry of Transportation has commented on the decline in the national avtur price as of 1 August 2026. Director General of Civil Aviation Lukman Laisa stated that the government continuously evaluates the components that make up air transport fares to maintain a balance between affordability for the public and the operational sustainability of air transport business entities. “The Directorate General of Civil Aviation periodically evaluates the fuel surcharge policy based on the development of avtur prices set by aviation fuel providers,” Lukman said in a written statement in Jakarta on Wednesday (5/8/2026). Lukman explained that the evaluation refers to the national average avtur price and the price range stipulated in the regulations. Based on the avtur price publication set by aviation fuel providers as of 1 August 2026, the national average avtur price was recorded at Rp 21,892 per litre. Lukman conveyed that the amount of additional surcharge that can be applied by air transport business entities is a maximum of 30 percent of the upper limit tariff according to the service class. This is a follow-up evaluation based on the provisions in the Minister of Transportation Decree Number KM 1041 of 2026 concerning the Amount of Surcharge Due to Fuel Fluctuations for Economy Class Passenger Tariffs on Scheduled Domestic Commercial Air Transport. “The Directorate General of Civil Aviation will continue to supervise the implementation of flight tariffs, including the fuel surcharge component, so that it is carried out transparently, accountably, and in accordance with statutory provisions,” he said. Lukman explained that supervision is carried out through monitoring the tariffs applied by airlines, the development of avtur prices, and airline compliance in listing the fuel surcharge component separately on passenger tickets. The Ministry of Transportation monitors and supervises the implementation of tariffs by all air transport business entities to ensure they apply competitive tariffs by considering market conditions and public purchasing power. “Airlines still have the flexibility to set tariffs below the maximum limit set by the government according to their respective business strategies,” Lukman said. He added that the Ministry of Transportation continues to monitor the development of avtur prices and conduct periodic evaluations. This aims to ensure that flight tariff policies continue to support national connectivity, the sustainability of the aviation industry, and provide benefits to the public as users of air transportation services.
