Jakarta, CNBC Indonesia - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia has spoken out regarding the sharp rise in aviation fuel or avtur prices effective this April 2026. As a non-subsidised fuel, avtur prices follow market regulations.

Bahlil explained that the price increase for avtur, applicable to both international and domestic flights, is due to the high volume of cross-border flights serviced.

“Avtur prices are indeed market prices, and automatically, since it also serves global avtur refuelling for aircraft from abroad entering the country, the market mechanism that occurs is the market mechanism,” Bahlil said when met at the Ministry of ESDM office in Jakarta, quoted on Tuesday (7/4/2026).

Bahlil assessed that avtur prices in Indonesia are still more competitive compared to those in other countries.

“There is indeed an increase from Pertamina, but this increase compared to avtur prices in other countries, especially neighbours, is still far more competitive,” he emphasised.

For context, avtur prices in Indonesia have risen by up to 72.45%. This is evident in the prices set by PT Pertamina (Persero), particularly at Soekarno-Hatta International Airport in Tangerang (CGK).

According to Pertamina’s official website, avtur prices have increased at every domestic airport. This applies to both domestic and international flights. The price hike is observed from the period of 1-31 March 2026 to 1-30 April 2026.

For example, at Soekarno-Hatta Airport (CGK), the avtur price for domestic flights from 1-31 March 2026 was Rp 13,656.51 per litre. Meanwhile, the avtur price effective from 1-30 April 2026 for domestic flights is Rp 23,551.08 per litre.

Coordinating Minister for the Economy Airlangga Hartarto stated that PT Pertamina (Persero) will provide payment relaxations for fuel to airlines amid the global oil price increase. This policy is implemented on a business-to-business (B2B) basis.

“Pertamina is relaxing the payment system. The payment mechanism is business to business,” he explained during a press conference on transportation and fuel policies on Monday (6/4/2026).

This policy, according to Airlangga, is intended to keep air transportation prices affordable for the public. As is known, avtur prices in various countries are starting to rise. This condition clearly burdens airlines and the aviation industry.

Airlangga said avtur prices in Thailand have reached Rp 29,158 per litre and in the Philippines Rp 25,326 per litre. As a note, avtur is a non-subsidised fuel in Indonesia. Therefore, Indonesia must raise avtur prices domestically.

“If we (Indonesia) do not adjust, various other airlines could take advantage due to the price difference,” he stated.

Avtur prices at Soekarno-Hatta Airport reached Rp 23,551 per litre as of 1 April 2026. This price is an increase of Rp 13,656 from March 2026.

The avtur price rise will contribute 40% to airline operational costs. Therefore, the government is preparing strategic policies to keep aircraft ticket prices affordable.

The Ministry of Transportation has raised the fuel surcharge by 10%, based on the upper limit of 2019 aircraft fares, and adjusted it again to 38% for jets and propellers. Previously, the fuel surcharge for jets was 10% and for propellers 25%. “This is adjusted to 38%, so for jets around 28% and propellers 13%,” he said.
