This step is considered crucial to provide strong legal protection and minimise future land disputes. Based on the provisions of Government Regulation (PP) No. 18 of 2021, first-time land certificate processing is now directed directly through the local Land Office (Kantah) without requiring intermediaries. The public is required to bring identification in the form of the latest ID card (KTP) and Family Card (KK) as basic requirements for legal subjects. “The public can process their certificates themselves through the special counter provided at the Land Office. By completing all requirements in accordance with the provisions, the certification process will run more smoothly and transparently,” said Shamy, quoted by Kompas.com on Tuesday (7/4/2026). In addition to identification, applicants must attach proof of land possession history or juridical data. The documents in question can include girik, letter C, petok D, deed of sale and purchase, or Certificate of Land History from the village/district office. It should be noted that these old documents now serve as a basis for research in determining rights, not as absolute proof of ownership. If written documents are incomplete, applicants can still prove their rights through continuous physical possession of the land for a minimum of 20 years. This process must be carried out in good faith and supported by testimony from trustworthy parties. From the physical data side, applicants are required to install boundary markers before measurements are carried out by officials. In accordance with Minister of ATR/Head of BPN Regulation No. 16 of 2021, land boundaries must first be agreed upon with adjacent landowners. Regarding costs, all land registration transactions are paid through the Non-Tax State Revenue (PNBP) mechanism as regulated in PP No. 128 of 2015. The Ministry of ATR/BPN also provides the Sentuh Tanahku application, which allows the public to calculate cost estimates independently.
