Aviation Fuel Prices Surge, Government Increases Aircraft Fuel Surcharge
The government has increased the fuel surcharge imposed on customers to 38 per cent. This policy follows the surge in avtur prices due to the escalation of conflict in the Middle East.
Coordinating Minister for the Economy Airlangga Hartarto stated that the adjustment is intended to maintain the operational sustainability of airlines amid global energy cost pressures.
“In facing global geopolitical and geo-economic developments related to avtur prices, the government is increasing the fuel surcharge. Yesterday’s fuel surcharge had already risen by 10 per cent based on the 2019 upper tariff limit, and it has now been adjusted again to 38 per cent,” said Airlangga during a press conference on Monday (6/4/2026).
The increase applies to all types of aircraft, both jet and propeller. Previously, the fuel surcharge for jet aircraft was at 10 per cent, while for propeller aircraft it was 25 per cent.
Airlangga explained that the avtur price surge is occurring globally alongside rising geopolitical tensions, including conflicts involving Iran, the United States, and Israel. This situation has driven significant increases in aviation fuel prices in various countries.
In Thailand, avtur prices are recorded at around Rp29,518 per litre, while in the Philippines around Rp25,326 per litre. In Indonesia, avtur prices are in the range of Rp23,000 per litre.
“Avtur is a non-subsidised fuel whose price follows market developments, and of course, if we do not adjust, various other airlines could take advantage of the price difference,” said Airlangga.
At Soekarno-Hatta Airport, the avtur price as of 1 April 2026 was recorded at Rp23,551 per litre. Airlangga emphasised that fuel components contribute around 40 per cent to the total operating costs of airlines, so the avtur price increase directly impacts the aviation cost structure.
The government stated that it is preparing mitigation steps so that the cost increase is not fully borne by passengers, while maintaining public purchasing power amid global energy price pressures.
