Avanza Driver Using Russian Embassy Plates to Evade Odd-Even Rule
JAKARTA — A driver of a Toyota Avanza bearing Russian Embassy diplomatic number plates (CD 37 04) deliberately used the plates to evade Jakarta’s odd-even traffic restriction rule.
“The purpose was simply to avoid the odd-even rule using CD (Corps Diplomatique) plates,” explained Komarudin, Director of Traffic at Metro Jaya Police, when met at Silang Selatan Monumen Nasional (Monas) in Central Jakarta on Thursday, 12 March 2026.
Komarudin stated that the driver is a civilian with no connection to the Russian Embassy.
The driver has been ticketed, detained, and is currently undergoing investigation at the Legal and Criminal Directorate (Subdit Gakkum).
“We will most likely refer the case to the Criminal Division as there is potential document falsification,” said Komarudin.
Police had previously ticketed the vehicle on the Inner City Toll Road on Tuesday, 24 February 2026. The Toyota Avanza Veloz with diplomatic number plates CD 37 04 was travelling westbound through Tegal Parang in South Jakarta.
“Enforcement action has been taken against the Avanza Veloz vehicle using diplomatic number plates CD 37 04 which were used inappropriately,” said AKBP Ojo Ruslani, Deputy Head of the Legal and Criminal Division at Metro Jaya Traffic Police, to Kompas.com.
In the police report, another vehicle was found using number plates CD 37 436. However, upon investigation, no registered official vehicle existed with these plates.
The ticketing was conducted based on Article 280 of the Road Traffic and Land Transportation Law regarding the use of number plates inconsistent with their intended purpose.
