The Australian government is supporting a policy by the East Nusa Tenggara (NTT) Provincial Government that grants a 50 per cent discount on Vehicle Tax (PKB) for persons with disabilities. The support is realised through the strengthening of services for the disabled at the Kupang Samsat Office via the SKALA programme.

Australian Ambassador to Indonesia Rod Brazier stated that his visit to the Kupang Samsat Office was part of Australia’s backing for the NTT Provincial Government’s policy. “First of all, I would like to express my gratitude for the warm welcome in Kupang. I am here because the Australian Government supports the NTT Provincial Government in providing tax relief for our friends with disabilities,” Brazier explained while observing services for the disabled at the Kupang Samsat Office on Thursday (30/7/2026).

Brazier noted that the service system for persons with disabilities at the Kupang Samsat Office was running well. He also met with officers and beneficiaries of the service. “I see today that the service system for friends with disabilities is excellent, and I met with officers and Mr Jack, one of those who has benefited from the services at this office,” he said.

According to Brazier, Australia’s support is provided in the form of technical assistance through the SKALA programme, which operates in several provinces, particularly in eastern Indonesia. “We strongly support NTT Province because it greatly assists friends from the disability community. One form of support is the 50 per cent reduction in vehicle tax payments specifically for persons with disabilities,” he affirmed.

Head of Revenue Division I at the NTT Regional Revenue and Asset Agency, Oktovianus Mare, said the Australian Embassy’s visit aimed to directly observe the implementation of basic services for persons with disabilities supported by the SKALA programme. “This relates to basic services receiving support from the Australian Government through the SKALA programme in East Nusa Tenggara. One of the foundations provided is the service programme for the disabled community,” Mare explained.

He stated that the support helps the NTT Provincial Government improve basic services while giving greater attention to persons with disabilities. “In East Nusa Tenggara Province, the presence of the Australian Government through the SKALA programme provides meaningful support. This is in the context of basic services for the entire community and also increasing locally-generated revenue in NTT Province. In addition to the discount, we also provide special attention to the disability community,” he clarified.

Oktovianus added that the NTT Provincial Government has also issued East Nusa Tenggara Governor Regulation Number 56 of 2025, which regulates changes to the requirements for PKB relief for persons with disabilities with the addition of a certificate provision. “This is a form of the NTT Provincial Government’s alignment with the disability community in this region. The Provincial Government, under the leadership of the Governor and Deputy Governor, provides special attention to friends with disabilities through Governor Regulation Number 56 of 2025,” he asserted.

He emphasised that persons with disabilities also receive special services at the Kupang Samsat Office through facilities and assistance supported by the SKALA programme. “Our colleagues here continue to provide excellent service to friends with disabilities. There is also assistance, and all of this is supported by the SKALA programme. The basic imposition of the Vehicle Tax is reduced by 50 per cent for persons with disabilities in the East Nusa Tenggara region,” he concluded.
