Auditor Reveals Schools Directed to Transfer Funds for Chromebooks Outside the System
JAKARTA, KOMPAS.com - Dedy Nurmawan Susilo, an auditor from the Financial and Development Supervisory Agency (BPKP) and head of the State Loss Calculation Team for the Chromebook case, has found that schools in Sumatra were asked to directly transfer money for Chromebook procurement without going through the system.
Dedy conveyed this during his testimony as an expert witness in the continuation of the trial for the alleged corruption in the procurement of Chromebook-based laptops within the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek).
“So, we clarified with the schools; they indeed knew they were receiving government assistance in the form of funds, but there were parties directing them to transfer that money directly to certain parties. Then the laptops arrived shipped without them knowing where they were bought from or at what price,” Dedy stated during the trial at the Jakarta Corruption Court on Thursday (2/4/2026).
However, Dedy revealed that several schools in Lampung province and South Sumatra did not make independent purchases through SIPlah.
Instead, those schools were directed by certain parties to transfer money outside the procurement system.
Dedy noted that this practice occurred in 2020.
Meanwhile, some schools only had SIPlah in 2021 and 2022, but the Chromebook procurement targeted their schools.
“The incident was quite some time ago in 2020; (the school parties) only knew there were people calling to direct them, some claiming to be from Kemendikbud, some claiming to be from the (Education) Office, regarding the funds, which were then transferred to certain parties,” Dedy explained.
The school parties were informed that they were receiving government assistance and subsequently directed to transfer a certain amount of money to specific accounts.
“We checked the IP addresses; they were mostly like that IP addresses (of Kemendikbud people) in Jakarta, even though the schools are in Sumatra,” he added.
Dedy said that until the audit of the Chromebook procurement was completed, BPKP could not uncover who from Kemendikbud directed several schools to transfer money outside SIPlah.
These findings have also been conveyed to the investigators along with the audit report.
