Audit of Gratuity and Misuse of Office by State Civil Apparatus in Tangsel Tightened to Prevent Corruption
The South Tangerang City Government is tightening oversight of all State Civil Apparatus (ASN) personnel to prevent graft and misuse of office. This effort is being pursued through intensive collaboration with the Corruption Eradication Commission (KPK) to ensure the bureaucracy in this buffer region of Jakarta remains free from corrupt practices.
TB Asep Nurdin, Head of the Department of Communication and Information Technology (Kominfo) for South Tangerang City, affirmed that integrity is the foundation of public service. The department will not tolerate any “turning a blind eye” between officials and the public in administrative or licensing matters.
“The message from Mayor Benyamin Davnie is very firm: integrity is not merely a slogan. We want to ensure there is no longer any doubt for ASN personnel in rejecting gifts related to their position, as every action is monitored by systems and the public,” said TB Asep Nurdin in a statement on Saturday (14 March 2026).
As a concrete step, the South Tangerang City Government is now optimising the digitally integrated Gratuity Control Unit (UPG). This system enables every report of receipt or rejection of gratuity to be recorded accurately and promptly in accordance with KPK standards.
Asep explained that digitalisation is an effective solution to minimise physical interaction, which often becomes a loophole for illegal negotiation. By shifting to digital channels, opportunities for “under-the-table” agreements can be drastically reduced.
“Hopefully, this system becomes a bulwark of transparency that makes public service cleaner, faster, and more objective,” he added.
Regarding the latest regulations concerning the limits on gifts, Asep issued a stern warning to all employees. He emphasised that the existence of certain thresholds in gratuity regulations must not be misused as justification for illegal levies (pungli), no matter how small.
“These regulations should not become an excuse for extortion or accepting additional compensation. Integrity must remain non-negotiable so that public trust does not erode due to the schemes of corrupt individuals,” Asep stated firmly.
Beyond internal reinforcement, collaboration with the KPK also targets education for ASN families. The South Tangerang City Government believes that an ecosystem of honesty beginning at home will have a significant impact on the professional conduct of officials at work.
These preventive measures are expected to improve the Corruption Perception Index for South Tangerang City whilst maintaining its Unqualified Opinion (WTP) audit status. Additionally, strict oversight is also focused on strategic infrastructure development projects underway throughout 2026 to prevent budget leakage.
