Attorney General's Office Traces SPPG Incentive Funds Linked to Dadan and Associates
The Director of Investigation at the Attorney General’s Office’s Special Crimes Division, Syarief Sulaeman Nahdi, has revealed that suspects allegedly exploited daily SPPG incentives. According to regulations, these incentives are known to reach millions of rupiah per day. “It is approximately Rp 6 million per day,” Syariec Sulaeman told reporters at the Attorney General’s Office Building in South Jakarta on Thursday (4/6/2026).
Based on the BGN Head’s Decree Number 401.1 of 2025 regarding Technical Guidelines for the Management of the Free Nutritious Meal (MBG) Programme for the 2026 Fiscal Year, each Nutrition Fulfilment Service Unit (SPPG) receives an incentive of Rp 6 million per day. Investigators believe there are state losses resulting from this practice, though the exact amount is still being calculated. “Potential state losses definitely exist. The amount is currently being calculated,” he stated.
Regarding evidence of direct money transfers to Dadan Hindayana, Syarief mentioned that the office is still scrutinising seized documents and electronic evidence. He noted that certain details cannot yet be disclosed as the investigation is in its early stages. Investigators are also examining the specific roles of each suspect, which appear closely linked to their official positions and authorities. Furthermore, the Attorney General’s Office will investigate the status of the foundations involved in the alleged markups to determine if they acted voluntarily or under pressure.
The investigators are also mapping out how many SPPGs are affiliated with the three suspects to identify the full extent of the incentive exploitation. The Attorney General’s Office has officially named three former BGN officials as suspects: former Head of BGN, Dadan Hindayana, and former Deputy Heads, Sony Sonjaya and Lodewyk Pusung. They are charged with alleged mismanagement of the 2025-2026 Free Nutritious Meal (MBG) programme, specifically regarding affiliations with SPPGs.
Allegedly, the suspects sought profit by exploiting affiliated SPPGs, whereas SPPG development should have been managed by foundations affiliated with recipient schools. Additionally, the three suspects are suspected of benefiting from markups in the procurement of goods and services within the BGN that did not meet actual field requirements. Through intervention with Commitment Making Officers (PPK), procurement specifications were allegedly altered. Notable findings include:
Procurement of 21,801 electric motorcycles totalling approximately Rp 1 trillion.
Procurement of 32,000 pairs of shoes that did not meet regulations and involved markups.
Procurement of over 31,000 tablets that did not meet regulations and involved markups.
Procurement of 5,400 units of 75-inch televisions that did not meet regulations and involved price markups.
