Attorney General's Office Reveals Corruption Details Involving Dadan and Others, Including Procurement of 21,801 Electric Motorbikes

The Attorney General’s Office (Kejagung) has provided details regarding the investigation into alleged corruption in the management of the Free Nutritious Meal (MBG) programme under the National Nutrition Agency for the years 202lar and 2026. In connection with this case, the Attorney General’s Office has named the former head of the National Nutrition Agency (BGN), Dadan Hindayana, as a suspect. Additionally, two former deputy heads of the BGN, Sony Sonjaya and Lodewyk Pusung, have also been named as suspects.

The Director of Investigation at the Junior Attorney General for Special Crimes, Syarief Sulaeman Nahdi, explained that the MBG programme, which commenced on 6 January 2025, requires a budget of Rp 85.7 trillion in 2025 and Rp 286 trillion in 2026, sourced from the State Budget (APBN).

According to Syarief, the MBG programme was intended to be managed by foundations at each school. However, in practice, the foundations appointed as partners for the School Nutrition Implementation Unit (SPPG) were those used as vehicles by officials affiliated with BGN officials or employees who did not meet the requirements to become SPPG partners.

“Nevertheless, they were appointed through manipulated verification processes on the BGN partner portal under the direction of the suspects. These foundations received incentives amounting to billions of rupiah every day, and the affiliated foundations include those owned by DH, SS, and LP,” Syarief stated during a press conference in front of the Jampidsus Building, South Jakarta, on Wednesday (3/6/2026).

In addition to using these affiliated foundations, the Attorney General’s Office found that Dadan, along with Sony and Lodewyk, unlawfully intervened with Commitment Making Officers (PPK) during the procurement of goods and services at the BGN. Consequently, the Terms of Reference (KAK) for the BGN were not drafted according to actual field requirements, and procurement mark-ups occurred.

Syarief continued, noting that this has resulted in losses that undermine the operational implementation of the MBG, including:

  1. The procurement of 21,801 electric motorbikes with a total value of Rp 1 trillion

  2. The procurement of 32,000 pairs of shoes

  3. The procurement of 31,000 tablets

  4. The procurement of 5,400 units of 75-inch televisions

“These actions have resulted in losses to state finances,” said Syarief.
