The ugly attitude shown by state agencies when providing services to the public has been intensively reported in the mass media, especially when they collect illegal payments for the processing of licenses, passports, driver's licenses and so on.
The negative image now attached to state agencies is that they will only provide you with the service you need after you have given them some money.
It is a pity that while the country is still in the grip of a deep economic recession, some state agencies, which are meant to serve the public, still indulge in these bad practices and therefore worsen further the bad image of the government.
Some time ago State Minister of Administrative Reforms Feisal Tamin carried out an impromptu inspection of some government agencies related to the provision of public services, such as postal company PT Pos Indonesia, shipping company PT Pelni and the office of the Jakarta administration to see with his own eyes how these government offices/companies provided services to the public.
In this context, the minister must be supported for his encouragement of the employees concerned to improve their efficiency, work ethos, discipline, motivation, public service quality and accountability. He also promised to reward those with notable achievements but exact penalties from those violating the regulations.
Unfortunately, most state agencies have simply ignored the circular from the minister about how to improve efficiency, practice frugality and live modestly.
Let all state agencies and the public at all levels and all sectors, both in the central government and in regional administrations, work together to turn into a reality a clean living culture, strong discipline and high level of work ethos in an attempt to achieve clean government, and subsequently, good governance.
