Attention! Here's How to Register and the Link to Become a Perlinsos Agent
Jakarta, CNBC Indonesia – The Ministry of Social Affairs (Kemensos) has begun laying the foundations for the digitalisation of social assistance (bansos), which will be implemented nationally in 2027. One of the steps taken is forming a network of Social Protection Agents (Agen Perlinsos), tasked with helping the public access social services and assistance.
Minister of Social Affairs Saifullah Yusuf, known as Gus Ipul, invited all Kemensos staff and the wider public to take part in the National Movement for Caring for Neighbours, a movement designed so that citizens entitled to social protection are not missed by the system.
According to him, many people who genuinely need assistance struggle to access services because they do not understand registration procedures, lack digital devices, or face other limitations.
“That is why today I invite the entire Ministry of Social Affairs to move together in the National Movement for Caring for Neighbours for social protection,” said Gus Ipul during a morning assembly with Kemensos staff in Jakarta on Monday (14/9/2026).
Who Can Be a Perlinsos Agent?
Gus Ipul explained that Perlinsos agents can come from various elements close to the community: Kemensos staff, companions of the Family Hope Programme (PKH), Sub-district Social Welfare Workers (TKSK), Disaster Preparedness Cadets (Tagana), Karang Taruna youth organisations, village assistants, and members of the general public.
They are expected to become the first point of contact for citizens who need social assistance, especially those who find it difficult to access government services independently.
“You are already present in the community. You already know by name, by address who has been struggling all this time. This is our collective asset to help them,” said Gus Ipul.
The programme forms part of the transformation of the social protection system, which will increasingly rely on digitalisation and the use of the National Single Social and Economic Data (DTSEN).
Not Deciders of Bansos Recipients
Gus Ipul emphasised that Perlinsos agents have no authority to determine who is entitled to receive bansos.
Their role is only to help citizens obtain information, carry out registration, and accompany the application process where necessary.
“The task of Perlinsos agents is just one: to be a service counter, a place where people can come and be assisted to register. Nothing more than that,” Gus Ipul asserted.
He stressed that eligibility assessments will still be carried out by the system based on DTSEN and other administrative data.
“Agents do not determine who is eligible and who is not eligible to receive bansos. Eligibility is assessed by the system based on DTSEN and other administrative data, not by agents, not by officials, not by anyone personally,” he continued.
The statement also makes clear that Perlinsos agents are not ‘bansos brokers’ and cannot promise anyone that they will receive assistance.
According to Gus Ipul, passing registration or verification does not automatically make someone a bansos recipient.
“Passing registration and verification does not mean one will definitely receive bansos. There is still a determination process based on data, criteria, priorities and budget capacity,” he said.
In his directives, Gus Ipul also stressed that Perlinsos agents work voluntarily and receive no salary or commission.
For that reason, agents are prohibited from requesting or accepting money, gifts, goods or any other form of reward from the people they assist.
“Perlinsos agents are volunteers. They receive no salary, no compensation of any kind, and are prohibited from requesting or accepting money, goods, gifts or rewards in any form from the people they help,” Gus Ipul asserted.
