ATR Ministry Transforms into Integrated Land Services
Jakarta (ANTARA) - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is carrying out a transformation of land and spatial planning services, realised through end-to-end integrated services that provide certainty of timing, costs, requirements and service completion status.
“What matters more is the quality of the output, timeliness, usefulness, and the tangible impact felt by the public,” said the Secretary-General of the ATR/BPN Ministry, Dhalu Agung Darmawan, in a statement in Jakarta on Tuesday.
Dhalu made the remarks while opening the online event for the Preparation of the Work Plan and Budget of Ministries/Agencies (RKA-KL) for the 2027 Fiscal Year.
Dhalu instructed all levels of the ministry to draw up programmes and budgets that support the transformation of land services and spatial planning through results-oriented, well-targeted programmes capable of delivering real impact for the public.
According to him, this transformation is realised through fully integrated services that provide certainty of timing. These efforts also include clearing service backlogs and strengthening public trust through transparent and integrity-driven services.
In addition, they cover improving officials’ compliance with regulations and service standards, optimising Non-Tax State Revenue (PNBP), and strengthening security systems and the use of spatial data to support policymaking.
“We are focusing on what has been the main issue all along, namely service transformation, which is implemented through strengthening digital infrastructure, improving data quality, restructuring business processes, enhancing human resource capacity, and changing the organisational structure to be more responsive to the needs of the public and the regions,” said Dhalu.
To support this transformation, improving the readiness of human resources, strengthening change management, enhancing governance quality, risk management, and transforming the structure of Land Offices and work mechanisms are essential parts that must continue to be reinforced so that the organisation becomes more adaptive to public needs.
The Secretary-General of ATR/BPN also wants the preparation of the RKA-KL for the 2027 Fiscal Year to be based on clear targets, from outputs, volumes, locations and implementation schedules through to those responsible for each programme. With measurable planning, programme implementation will be easier while ensuring the budget delivers optimal benefits.
To the Middle and First-Level High Leadership Officials, Regional Office Heads and Land Office Heads across Indonesia attending the meeting online, Dhalu Agung Darmawan instructed them to strengthen control over programmes and budgets.
