ATR Ministry Transforms into Integrated Land Services

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is transforming its land and spatial planning services, realised through an integrated service from start to finish that provides certainty of time, cost, requirements, and service completion status. “What is more important is the quality of output, timeliness, usefulness, and the real impact felt by the community,” said Secretary-General of the Ministry of ATR/BPN, Dalu Agung Darmawan, in a statement in Jakarta on Tuesday. Dalu made the statement while opening the online activity for the Preparation of Ministry/Institution Work Plans and Budgets (RKA-KL) for the 2027 Fiscal Year. Dalu instructed all ranks to prepare programmes and budgets that support the transformation of land and spatial planning services through programmes that are results-oriented, well-targeted, and capable of providing real impact for the community. According to him, the transformation is realised through services that are integrated from start to finish by providing time certainty. This effort also includes settling backlogs and strengthening public trust through transparent and high-integrity services. Furthermore, it involves improving apparatus compliance with regulations and service standards, optimising Non-Tax State Revenue (PNBP), and strengthening security systems and the utilisation of spatial data to support policy-making. “We are focusing on what has been the main issue, namely service transformation, which is carried out through strengthening digital infrastructure, improving data quality, structuring business processes, enhancing human resource capacity, and changing organisational structures to be more responsive to the needs of the community and regions,” Dalu said. To support this transformation, improving human resource readiness, strengthening change management, enhancing governance quality and risk management, as well as transforming the structure of Land Offices and work mechanisms are important parts that must be continuously strengthened so that the organisation becomes more adaptive to community needs. The Secretary-General of ATR/BPN also wants the preparation of the 2027 Fiscal Year RKA-KL to refer to clear targets, from output, volume, location, and implementation schedule to the person in charge of the programme. With measurable planning, it will facilitate programme implementation while ensuring the budget provides optimal benefits. Dalu Agung Darmawan instructed High-Level and First-Level Senior Officials, Regional Office Heads, and Land Office Heads across Indonesia who attended the meeting online to strengthen programme and budget control.
