ATR Ministry Sets New HR Management Rules to Transform Land Services

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has issued a new regulation on human resources management to support the transformation of land services.

“We hope this change will support faster and more excellent land services, as well as improve the quality of public service delivery to the community,” said ATR/BPN Secretary General Dalu Agung Darmawan in a statement in Jakarta on Thursday.

Dalu Agung said that Minister Nusron has issued Minister of ATR/Head of BPN Regulation Number 9 of 2026 concerning the organisation and work procedures of regional offices of the National Land Agency and land offices.

According to him, with the enactment of the regulation, 10 land offices are now implementing the nomenclature of Supervisory Positions responsible for territorial affairs, namely Section 1 to Section 6 according to the typology of each land office.

To that end, there is job rotation within ATR/BPN to strengthen the organisation and the quality of human resources.

He said that 1,361 new managerial and non-managerial officials have been appointed, consisting of 497 managerial or structural officials and 864 non-managerial or functional officials.

The ATR/BPN Secretary General believes that all employees at the central and regional levels can become drivers of the land service transformation being carried out by the Ministry of ATR/BPN.

“This is a great trust that carries the responsibility to become a driving force for change, to generate innovative ideas, and of course to provide far better services to the community,” he said.

Dalu believes that the 30,000 employees at ATR/BPN will be the key drivers of the land service transformation.

“I want all employees to become competent, professional human resources with a spirit of service that places the community as the top priority,” said Dalu Agung Darmawan.
