ATR Minister Seeks Regional Heads' Support for Land Service Transformation
“We are currently carrying out a transformation of services. We need the help of the regents and mayors,” said Minister Nusron.
Jakarta (ANTARA) — Minister of Agrarian Affairs and Spatial Planning (ATR)/Head of the National Land Agency (BPN) Nusron Wahid has asked regional heads in East Nusa Tenggara (NTT) to support the transformation of land services so that they become more certain, faster and easier for the public.
“We are currently carrying out a transformation of services. We need the help of the regents and mayors,” said Minister Nusron at the Coordination Meeting (Rakor) on Land and Spatial Planning Policy Programmes in NTT Province, held at the Governor’s Office on Tuesday.
According to him, the transformation is being carried out through simplified procedures, integration of land data, implementation of Scheduled Measurement, and acceleration of Transfer of Title services.
He said that in this land service transformation process, the role of regional governments (pemda) is also needed.
“Perhaps next week you will receive a joint circular from the Ministry of Home Affairs and ATR/BPN regarding scheduled measurement and transfer of title. We want all the services we provide to make things easier for the public,” Nusron said in a statement in Jakarta.
Nusron added that the ATR/BPN Ministry has created a scheduled measurement system and set a standard completion time of 12 days for the service.
Members of the public who submit a measurement request will receive an implementation schedule no later than seven days after the request is registered. Once the land parcel has been measured, the completion of the Land Parcel Map (PBT) is targeted to be finished within a maximum of five days.
“We have already made a decision on the waiting period. For example, if someone comes on Tuesday and registers to have their land measured, it must be measured by the following Monday at the latest. Seven days at most. After that, the land parcel map must be ready within five days at the latest,” he said.
Minister Nusron also explained land services directly related to the role of regional governments, namely Transfer of Title services. According to him, one of the obstacles hampering the process of Transfer of Title, or the change of name, is the lengthy verification process for the Land and Building Acquisition Duty (BPHTB).
Therefore, the ATR Minister/Head of BPN invited regional heads to strengthen cooperation through data integration between the Parcel Identification Number (NIB), or Land Parcel Master Number, and the Tax Object Number (NOP).
This integration is expected to synchronise land and taxation data, both in terms of area and the shape of land parcels, so that the determination of BPHTB becomes more accurate.
“Transfer of Title is when land is bought and sold and the name needs to be changed; currently that also takes a long time. There are various reasons, one of which is that BPHTB verification is slow. That is why I need the NOP and NIB to be synchronised and fast, so that BPHTB verification is quick. We are now setting the rules: BPHTB verification at regional governments must take a maximum of three days,” said Minister Nusron.
